27th Sitting of Inter-parliamentary Committee on Cooperation between RA National Assembly and the RF Federal Assembly Begins

On June 2, the 27th sitting of the Inter-parliamentary Committee on Cooperation between the RA National Assembly and the RF Federal Assembly began in Moscow, where the RA NA Deputy Speaker, the Co-Chair of the Inter-Parliamentary Committee on Cooperation Hermine Naghdalyan, the RA NA deputies Gagik Melikyan, Naira Zohrabyan, Hovhannes Margaryan, Levon Zurabyan, Volodya Badalyan, Levon Martirosyan, Aghvan Vardanyan, Hayk Babukhanyan, Rubik Hakobyan, Tatshat Vardapetyan, Ruzanna Muradyan and Lyudmila Sargsyan left for the capital of the Russian Federation to take part in it.

The main agenda theme of the first part of the sitting of the Inter-parliamentary Committee on Cooperation was the situation in Nagorno Karabakh, and during the discussion the Armenian MPs delivered speeches, voicing problems regarding the urgency of relevant events directed to the strengthening of ceasefire regime and the creation of atmosphere of trust, as well as conveyed their concerns about the fact of the weapon sale to Azerbaijan by Russia.

The political analyst, Doctor of Political Sciences Sergey Minasyan, who was taking part in the works of the sitting of the Inter-parliamentary Committee, presented the military-political and diplomatic processes, which took place during the days of April war, talked about their reasons, goals, as well as the consequences, noting that the factor of suddenness, nevertheless, did not help Azerbaijan to move forward, as a result of which, they had a big number of losses of elite military units and military types. In his word the political analyst has underlined that the mechanisms of trust are shaken loose, and today’s problem is the restoration of the atmosphere of trust, and here the military-political positions of the Russian Federation in the region are especially highlighted.

Sergey Minasyan’s speech completed the representative of the Foreign Ministry of Russia Mt Gromiko, who expressed concern about the re-starting of the unprecedented military operations and highlighted the two agreements reached in 1994-1995 as a basis of ceasefire. In his word he has also underscored the importance of the joint statement adopted by the Troika during the Vienna meeting, where it is noted that the conflict has no military solution and the reached agreement is mentioned for investing mechanisms of events’ investigation and the increase of the observers’ number. An exchange of thoughts over the theme followed the speeches, where the Armenian Delegation actively took part.

In her speech the RA NA Deputy Speaker Hermine Naghdalyan presented Armenia’s position, considering necessary the provision of strengthening of the ceasefire regime and the creation of the atmosphere of trust, after which it will be possible to talk about resuming the negotiation process. Hermine Naghdalyan once again sounded the RA President’s emphasis that the security is the key basis of economic development and prosperity of our states, therefore any tension in the region cannot stem from the interests of any country, whereas the April four-day war has proved that Azerbaijan’s ruling regime with its criminal behaviour ignores all this.

“During the four-day war Azerbaijan has its whole arsenal against Nagorno Karabakh, which it has obtained during the last years, including Russia. Russia is our strategic partner, and we are in the same system of security. We have repeatedly expressed our concern about the fact that the sale of the Russian weapon to Azerbaijan has a psychological impact on the society, when the Armenian officer realizes that he is shot from weapon obtained from the strategic ally,” Hermine Naghdalyan noted in her speech.

The RA NA Deputy Speaker has also not left out the fact of inadmissibility of unaddressed statements, underlining that it was especially noticeable and inadmissible in April, during the military operations initiated by Azerbaijan and after it.

During the sitting the Head of the RA NA PAP Faction Naira Zohrabyan presented the military crimes - the tortures against the soldiers and civilians, the attacks on the peaceful settlements, committed by Azerbaijan on April war days, also touching upon the sale of different kinds of weapons to Azerbaijan by Russia.

“The blitzkrieg planned by Azerbaijan failed, though in April four-day war Azerbaijan used its all offensive arsenal which had been obtained from Russia.

Today there is a most serious issue in our country, on which we simply should openly and sincerely speak today. That is the sale of the Russian weapon to Azerbaijan, a weapon, which Aliyev used in the April war, killing the soldiers and the civilians,” Naira Zohrabyan noted in her speech, considering not understandable some Russian colleagues’ explanations that Azerbaijan, all the same, could get the weapon not from Russia, then from Israel, Turkey or from another country.

“It is difficult to accept the idea that for some people business is much more than the strategic partnership, and if even the people are killed, that is only business, and nothing personal. I am sorry, perhaps that is a pragmatic, but a non understandable logic,” Naira Zohrabyan noted in her word.

In her speech the deputy of the RA NA ANC Faction Lyudmila Sargsyan also conveyed the dissatisfaction matured in the Armenian society as a consequence of the Russian weapon sale to Azerbaijan. Touching upon the April four-day war, she has underlined that the escalation of the Karabakh conflict will continue as long, unless the international community and especially the friendly states of Armenia sound their targeted and concrete assessments on the actions by the Azerbaijani side.

“In the created situation quick solution of the conflict is not possible, as Azerbaijan is guided by the principle everything or nothing,” Mrs Sargsyan noted in her word, once again reminding that in contrast to Azerbaijan, the position of Nagorno Karabakh and Armenia is rather distinct in the issue of the conflict settlement: The independence of Nagorno Karabakh cannot be a subject of concession.”

During the discussion the deputy of the RA NA RPA Faction Levon Martirosyan talked about the regional problems, putting an emphasis on the relations of Russia and Turkey.

The Head of the RA NA ANC Faction Levon Zurabyan talked about the security guarantees of the Karabakh population, excluding the use of force and observing as priority the improvement of the level of military cooperation and allied relations.

The deputy of the RA NA Heritage Faction Rubik Hakobyan in his word expressed concern about the absence of disticnt assessments on Azerbaijan’s behaviour and policy by the international community for rather a long time and sounded untargeted statements.

The deputy of the RA NA RPA Faction Hayk Babukhanyan called on to apply international moratorium on the weapon sale.

The Co-Chairs of the Committee Hermine Naghdalyan and Nikolay Ryzhkov summed up the works of the first part of the Armenian-Russian Inter-Parliamentary Committee sitting.
