In Parliamentary Hearings Problems of Providing Road Traffic Safety Debated

On May 20, the NA Standing Committee on Defense, National Security and Internal Affairs convened parliamentary hearings to debate the theme Legislative and Legal Problems of Providing Road Traffic Safety. The NA deputies, members of the Government, state departments, representatives of the NGOs and those responsible for the sphere.

In his welcoming word the Committee Chairman Koryun Nahapetyan has noted that the goal of the hearings is to touch upon the legislative policy of the road traffic safety sphere and the applied practice formed on that basis, make certain problems in different directions of the road traffic safety sphere matter of debate. Mr Nahapetyan has informed that before the organization of the parliamentary hearings, the Committee has been on a working visit in the Traffic Police (TP) and debated with its leadership staff the problems of the sphere.

To the Committee Chairman’s assessment, though large scale reforms are implemented in the sphere, there are still unsolved numerous problems, which will become a matter of debate.

The RA First Deputy Justice Minister Arsen Mkrtchyan highlighted the initiation of the hearings in terms of raising the problems of the sphere.

The RA Deputy Minister of Transport and Communication Aram Arsenyan touched upon the functions and the works being done of the Ministry within the framework of the issue under debate.

The Head of the Traffic Police Service of the RA Police Armen Hakobyan presented the functions of providing the traffic safety, the stapes taken and to be taken and the programmes of technical refurbishment.

The Chairman of the Achilles Center for Protection of Drivers' Rights NGO Edward Hovhannisyan and the Member of the RA Advocates’ Chamber Artak Khachatryan talked about the legislative omissions, the technical refurbishment of the police, specification of the traffic rules and other issues.

In the Q & A format and during the speeches the deputies and those responsible for the sphere referred to the warning in some cases with the recent amendments as a provision of using a means of responsibility, the installation of new road signs, the technical examination of the transport types, the provision of the driver’s certificate, the breaches of the road traffic rules and the responsibility for that, the implementation of administrative procedure and the directions relating to levying of the appointed penalties, the problems regarding the public transport stops and other issues. The key speakers gave clarifications on all concerning issues.

Summing up the hearings Koryun Nahapetyan thanked the participants for the debates and recommendations. Mr Nahapetyan has assured that the Committee is ready to debate all the interpellations, which relate to the improvement of the legislation of the sphere, the improvement of the red-tape and the implementation of the systemized and structural new solutions.
