RA NA Standing Committees Convene Sittings

On April 22, the RA NA Standing Committee on Economic Affairs moderated by Vardan Ayvazyan in the first reading debated the package of draft laws on Amendments to the Civil Code of the Republic of Armenia and enclosed laws authored by the RA Government.

The key speaker, the RA Minister of Economy Artsvik Minasyan presented the package of the draft laws in detail.

The Deputy Chairman of the State Revenue Committee adjunct to RA Government Vakhtang Mirumyan presented the draft law on Amendment to the RA Law on Tax Service.

The legislative initiatives were endorsed and will be included in the draft agendas of the ninth session of the NA fifth convocation and April 25-28 sittings.

The NA deputy Hrant Bagratyan presented the draft law on Amendments to the RA law on Excise Tax.

The Minister of Economy presented the viewpoint of the Government, saying that it was for the initiative, but proposed to abstain and additionally debate the draft law. By the decision of the Committee the draft law will be included in the draft agendas of the ninth session of the NA fifth convocation to debate it once again.

The package of draft laws on Amendments to the RA Law on Energy Saving and Renewable Energy and the adjunct laws and in the third reading the draft law on Giving Privileges on Tax and Compulsory Social Insurance to Hrazdan-Cement CJSC were debated in the second reading, which with the endorsement were included in the draft agenda of the NA upcoming four-day sittings.

At the sitting of the NA Standing Committee on State and Legal Affairs moderated by Hovhannes Sahakyan the RA draft law on Amendment to the RA Law on Refugees and Asylum was debated in the first reading. The First Deputy Minister of Territorial Administration and Development Vache Terteryan presented the draft law in detail.

The RA Government Minister-Chief of Staff Davit Harutyunyan submitted for debate the RA Electoral Code with enclosed legislative package in the first reading.

In co-report Hovhannes Sahakyan highlighted the presented amendments and noted that in future all the recommendations will be debated in professional format.

The NA deputies during the Q & A session and speeches touched upon the restriction in number of coalition formation, participation in the elections with ordinary and biometrical passports and identity cards, the expediency of refusing the territorial lists, the transparency of summing up the elections and investment of more admissible methods in that process, the issue of efficiency of complaint mechanism, the quick publication of the final results of the elections, the finger inking, the video shooting and live broadcast and other issues.

During the final speech Davit Harutyunyan thanked the attendees for concerned debates, touched upon the deputies' concerns and presented his positions on the interpellations. He expressed readiness to hold debates again and find mutually acceptable solutions.

Afterwards in the first reading the bill on Amendment to the RA law Rules of Procedure of the National Assembly authored by the NA deputies Hovhannes Margaryan and Mher Shahgeldyan.

The debated issues were endorsed by the Committee and will be included in the draft agendas of the NA session and upcoming four-day sittings.

The debate of the draft law on Amendment to the RA Criminal Code authored by the NA deputy Edmon Marukyan was postponed by one year.

The Committee did not endorse the RA NA Draft Statement on the RA Establishment authored by the NA deputy Zaruhi Postanjyan.
