On March 21, on the initiative of the NA Standing Committee on Science, Education, Culture, Youth and Sport parliamentary hearings were held on the theme “State Committee of Science: Activity and Perspective Programmes.”

In his word, the Committee Chairman Artak Davtyan noted that the State Committee of Science within the RA Ministry of Education and Science was created in 2007, and through many years the moment of referring to the activities of the Committee had ripen and the perspective programmes.

In his report the Chairman of the State Committee of Science Samvel Harutyunyan touched upon the main legal acts regulating the sphere, presented the main directions of the state financing being allocated to the Committee, the current programmes, the international cooperation, as well as talked about the perspective programmes. In Samvel Harutyunyan’s word, since 2007 up to now a huge amount of work has been done, which is worth touching upon in detail, informing the parliament and the public about the work done, the achievements and perspective programmes. Mr Harutyunyan has noted that during 2015-2019 the six prior directions were defined for the development of science and technique: Armenian studies, sciences about life, efficient and safe energy, main efficient technologies, information and communicative technologies, study of universe, sciences on earth, savings nature management, fundamental studies directed to the solution of the most important problems of the scientific-technical and social-economic development.

Samvel Harutyunyan touched upon the main directions of the state financing, base financing, by which state scientific organizations and higher educational institutions are financed: 196 base programmes. The purposeful financing is allocated to the scientific organizations and higher educational institutions: 16 programmes by 2015. The thematic financing is given to the research groups, individual researchers and the post-graduates of the scientific organizations and higher educational institutions: 169 themes are financed by 2015.

Referring to the current programmes, the speaker highlighted a series of programmes, the achievement programme of the applied result, the young researchers’ involvement programmes in the sphere of science, the modernization of scthe ientific sub-structures and the programmes of additional payment allocation to the scientists working with high efficiency.

Samvel Harutyunyan also touched upon the wide-scale programmes and the international cooperation, documenting that during 2008-2013 twenty-nine treaties of bilateral cooperation were signed. In December of 2015 the RA Government consented to sign the agreement on Armenia’s Associated Membership to the EU Horizon 2020 programme.

Summing up the report on the Activity of the State Committee of Science within the RA Ministry of Education and Science, Samvel Harutyunyan talked about the perspective programmes.

Samvel Harutyunyan thoroughly answered the deputies’ questions and listened to their recommendations.
