Parliament Continues the Work of the Extraordinary Session

On June 17 the RA National Assembly continued the work of the extraordinary session.

By the proposal of the NA Speaker Galust Sahakyan the deputies in one-minute silence honoured the memory of Kirk Kirkorian, businessman and benefactor Armenian by origin, the RA National Hero, who died in Los Angeles on July 16.

In Galust Sahakyan’s word, Kirk Kirkorian’s contribution to the Republic of Armenia is invaluable; the loss is big for all of us. In the name of the RA National Assembly the NA Speaker Galust Sahakyan offered condolence to the relatives of the great benefactor and the Armenians throughout the world.

The bills debated in the previous sitting by voting were passed, after that the parliament continued considering in the second reading the draft law “On Amending the RA Law on the Social Security of the Servicemen and Their Family Members.”

The Secretary of the NA Heritage Faction Tevan Poghosyan presented the view of the Faction.

In the final speech the key speaker Edmon Marukyan thanked the deputies for the debate, recommendations and concerns.

The RA First Deputy Minister of Nature Protection Simon Papyan in the first reading submitted for debate the package of draft laws “On Amending the RA Law on Wastes” and enclosed laws.

The Chairman of the NA Standing Committee on Economic Affairs Vardan Ayvazyan informed that the Committee endorsed the legislative package with some reservations.

The member of the PAP Faction Mikayel Melkumyan noted that the PAP was for the adoption of the legislative package.

In his final speech Simon Papyan thanked the parliament for debates of concern and recommendations.

The RA First Deputy Minister of the RA Territorial Administration and Emergency Situations Vache Terteryan in the first reading submitted for consideration the legislative package “On the Development of Dilijan City Community and Enclosed Areas of the RA Tavush Marz and the Encouragement of the Investments,” “On Amending the RA Law on the Urban Development,” “On Amending the RA Law on Local Self-Government.”

The key speaker Vache Terteryan answered the deputies’ questions.

Deputies Mher Shahgeldyan, Khosrov Harutyunyan, Stepan Margaryan, Gagik Jhangiryan, Mikayel Melkumyan, Heghine Bisharyan, Artsvik MInasyan, Araik Hovhannisyan exchanged thoughts on the legislative package.

The NA Deputy Speaker Eduard Sharmazanov expressed positive opinion on the legislative package. He has not excluded that the formulations need specification and amendment, but he has stressed that the package stems from the interests of Armenia and is inclined at developing the communities and encouraging the investment programmes.

The Head of the Rule of Law Faction Heghine Bisharyan presented the view of the Faction. Presenting the view of the PAP Faction Mikayel Melkumyan noted that the Faction would take part in voting, if the recommendations of the Faction would be included in the document.

In his final speech the key speaker Vache Terteryan touched upon the deputies’ interpellations and gave clarifications. The representative of the government expressed readiness to take into consideration the deputies’ recommendations from the first to the second reading and improve the legislative initiative.

The work of the extraordinary session will resume on June 18.
