Presentation of Books in the Parliament

On November 20 at the hall adjacent to the RA NA Session Hall the presentation of a number of books translated in Armenian and published as a result of cooperation with the NA Standing Committee on Defense, National Security and Internal Affairs, the OSCE Office in Yerevan and the Geneva Centre for the Democratic Control of Armed Forces (DCAF).

The Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs Koryun Nahapetyan informed the attendees that as a result of cooperation with them and the OSCE Office in Yerevan, the guidebook “The Police Reforms within the Framework of the Criminal Justice System” was published. He has noted that this is the result of cooperation of the Committee and the international counterparts during the last two years. Besides, as a result of tripartite partnership the guidelines “Strengthening of Financial Control of the Security Sphere” and “The Management in the Sphere of Defence” were published. In Mr Nahapetyan’s word, the DCAF is one of the leading organizations functioning in the sphere of security and defence. It shows consultative support in the processes of reforms of the defence and security spheres in different countries. According to him, in December 2012 a Memorandum of Understanding was signed, and within this framework monthly actions are carried out, which not only implement advisory activity in the Committee, but also promote the improvement of its capabilities. These works are also done with the support of the OSCE Office in Yerevan.

The Deputy Director of the Geneva Centre for the DCAF Philipp Fluri informed the participants that during the cooperation they addressed main attention to the parliamentary oversight, as well as the sphere of defence. He has noted they work not only with the politicians, but also with the civil societies and the mass media.

Thorsten Stodiek, Police Affairs Office, Adviser on Research and Analysis Strategic Police Matters Unit, OSCE Secretariat, noted that by their efforts in 2013 one more guideline was published, which was warmly accepted by the representatives of the OSCE member all states. It was recently translated into Armenian. He expressed hope that the guideline would be widely applied not only in the state structures, but also in the civil society.
