On October 9 the representatives of the RA NA Factions met with the delegation headed by Nils Muižnieks, CoE Commissioner for Human Rights.

During the meeting the issues on justice, women’s rights and gender equality have been touched upon.

Muižnieks has informed that the 22 percent of women in the European countries expose to various kinds of violence. Touching upon the existing problems in the sphere of justice, the Commissioner for Human Rights has stated that the RA Criminal Code has been reformed, and measures are being taken for the constitutional amendments. He has attached a special importance to the increase of independence of the judicial system. He mainly touched upon the problems on juvenile justice. Nils Muižnieks sees the necessity of legal amendments in this.

Welcoming the visit of the CE Commissioner for Human Rights to Armenia, the Head of the RPA Faction Vahram Baghdasaryan has stated that there are a few gaps in the RA Electoral Code, anyhow, extensive work have been being implemented to fill them in, which are of continuous nature.

The Secretary of the Prosperous Armenia Party Faction Naira Zohrabyan has mentioned that violence of physical, mental and moral nature make a great number in Armenia. She has noted that the Armenian women rarely voice this kind of problems. The cause is the fear or the society’s attitude, since people are very offensive towards such women.

The Head of the NA ARF Faction Armen Rustamyan has mentioned that his party friends also are not for the formal amendments, which are an end in itself. They don’t share the idea that the Constitutional amendments by themselves contribute to the formation of the authorities.

During the meeting with the CoE Commissioner for Human Rights Nils Muižnieks the Secretary of the ANC Faction Levon Zurabyan has stated that he shares his concern towards problems on juvenile justice, but he was sorry to refer to more fundamental rights which are being violated in Armenia.

The Secretary of the Heritage Faction Tevan Poghosyan expressed misbelief towards the Convention on Preventing and Combating Violence against Women and Domestic Violence, noting that it has proven not to have an impact on preventing domestic violence. According to him, the same is in the judicial system.

The Secretary of the Rule of Law Faction Mher Shahgeldyan has assured that they don’t see a matter of urgency concerning the Constitutional amendments. He proposed to draw attention to amendments to the RA Electoral Code instead.
