Parliament Continues the Work of the Extraordinary Sitting

On May 15 the National Assembly continued the work of the extraordinary sitting.

The NA President Galust Sahakyan congratulated everybody on the occasion of International Family Day, wishing family happiness, peace and welfare.

The deputies by voting passed the bills and legislative packages debated on the previous day.

The RA Deputy Defense Minister Ara Nazaryan submitted for debate the bill “On Amending the RA Law on Social Security of Servicemen and Their Family Members.”

The Deputy Director of the National Security Service adjunct to RA Government Arzuman Harutyunyan in the first reading presented for debate the package of bills “On Amending the RA Law on Purchases” and “On Amending the RA Law on State and Office Secret.”

The NA deputies Heghine Bisharyan, Stepan Margaryan expressed their concerns on some provisions of the legislative package.

The Head of the ANC faction Levon Zurabyan highlighted the public control in the sphere of defense.

In response to the deputies’ concerns on the legislative package, the NA Speaker Galust Sahakyan has noted that the public gets informed about the budget expenditures from the report and during the debates.

In her extraordinary speech the NA Deputy Speaker Hermine Naghdalyan also touched upon the deputies’ concerns, noting that the legislative amendment has nothing to hide.

In his final speech the key speaker Arzuman Harutyunyan thanked the parliament for concerning debates and assured that the formulations would be specified during the period from the first to the second reading.

The RA Deputy Minister of Justice Arsen Mkrtchyan submitted for debate the legislative package “On RA State Awards and Honourable Titles,” “On Amending the RA Code on Administrative Infringements” and “On Amending the RA Civil Code.”

In his co-report the member of the NA Standing Committee on State and Legal Affairs Edmon Marukyan presented the endorsement of the Committee.

The NA deputies Alexander Arzumanyan, Mher Shahgeldyan and Artashes Geghamyan touched upon the expediency of the granting state awards and honourable titles in different spheres and specification of the standards.

The RA Deputy Justice Minister Grigor Muradyan submitted for debate in the second reading the legislative package envisaging amendments to the law “On RA Investigative Committee” and to a number of laws stemming from it.

The member of the NA Standing Committee on State and Legal Affairs Arpine Hovhannisyan in her co-report noted amendments had been made on the basis of the deputies’ recommendations and the legislative package had become more comprehensive.

The deputies in the first reading debated the package of the RA draft laws “On Amending the RA Law on Higher Educational and Post Graduate Professional Education” and “On Amending the RA Law on Education,” which presented the Minister of Education and Science Armen Ashotyan.

The member of the NA Standing Committee on Science, Education, Culture, Youth and Sport Karine Atchemyan in her co-report noted that the Committee had debated and presented the endorsement.

Armen Ashotyan in the first reading presented the draft law “On Amending the RA Law on Conscription” in the first reading.

In his co-report the member of the NA Standing Committee on Defense, National Security and Internal Affairs Tevan Poghosyan also highlighted the draft law.

The deputies Stepan Margaryan, Aram Manukyan, Samvel Farmanyan delivered speeches on the issue and expressed their views on the draft law.

In his final speech Tevan Poghosyan thanked the MPs for the debate, and once again noted that the only goal was to regulate the legislative field.

In his final speech Armen Ashotyan thanked the deputies for the concerning debates.

The Deputy Justice Minister Arman Tatoyan in the second reading presented the package of the draft law “On Amending the RA Criminal Code” and the related laws.
