On March 25 the RA National Assembly continued the work of the four-day sittings.
By the proposal of the NA Speaker Hovik Abrahamyan the deputies welcomed the teachers and the pupils of Yerevan Shavarsh Simonyan Senior School N 112, who were hosted in the parliament within the framework of the NA Open Doors Programme and were following the NA sitting.
Afterwards the NA factions continued to introduce their positions on the NA decision draft law “On Creating an Ad-hoc Inquiry Committee of the National Assembly of the Republic of Armenia Studying the Influence of the Use of the Speedodetectors and Video Cameras for the RA Individual Entrepreneurs and Legal Entities for the period of 2012-2013, Paid Parking, Possible Increase of Yerevan Transport Fees, Mandatory Insurance Fines Execution on Obsolete Cars,” initiated by the one-third of the deputies.
The member of the PAP faction Stepan Margaryan touched upon the shortcomings and problems of the legislation regulating the sphere, and deemed necessary to debate them and find solutions.
The Head of the RPA faction Galust Sahakyan considered inexpedient the creation of the NA Ad-hoc Inquiry Committee.
In his final speech the key reporter Rubik Hakobyan has informed the attendees that the authors of the decision draft law accept the proposal made by the NA Speaker Hovik Abrahamyan of holding parliamentary hearings relating to the concerning items and postpone the voting of the draft law until the next four-day sittings.
Responding Rubik Hakobyan the NA Speaker Hovik Abrahamyan proposed to submit questions to the relevant bodies within a short period and hold parliamentary hearings with the answers for them, if there are any.
The NA Speaker has said that the voting of the decision draft law will be implemented during the NA next four-day sittings.
The parliament debated in the first reading the package of draft laws “On Amending the RA Law on Taxes” and “On Amending the RA Law on Budgetary System.”
The Deputy Chairman of the NA Standing Committee on Economic Affairs Mikayel Melkumyan presented the endorsement on the package.
In his co-speech the RA Minister of Finance Davit Sargsyan has noted that the opinion of the government has been positive on the package and big part of the proposals has been adopted.
Deputies Hrant Bagratyan, Vardan Ayvazyan and Mikayel Melkumyan expressed their positive attitude on the package.
The deputies debated in the second reading the draft law “On Amending the RA Law on Fauna,” which presented the RA Minister of Nature Protection Aram Harutyunyan and noted that the majority of the proposals had been adopted.
Lyova Khachatryan presented the endorsement of the NA Standing Committee on Agriculture and Environment.
By the presentation of the RA Minister of Education and Science Armen Ashotyan the deputies in the first reading debated the package of bills “On Amending the RA Law on Education,” “On Amending the RA Law on Preliminary Specialized and Secondary Specialized Education” and “On Amending the RA Law on Higher Education and Post Graduate Specialized Education.”
Ruzanna Muradyan presented the endorsement of the NA Standing Committee on Science, Education, Culture, Youth and Sport.
