National Assembly Ends the Work of the Four-Day Sittings

On February 6 the National Assembly continued the work of the four-day sittings. The deputies continued to debate the activity programme of the RA Public Services Regulating Commission for 2014.

In his co-report the Deputy Chairman of the NA Standing Committee on Economic Affairs Mikayel Melkumyan noted that it had been debated in the committee and endorsed.

The deputies presented their viewpoints on the activity programme of the Committee.

Hrant Bagratyan presented the viewpoint of the ANC faction and highlighted the work of the NA Ad-hoc Committee proposed by the Heritage, the ANC, the ARF and the PAP factions from the view of the debate of the problems in the sphere of gas supply the creation of which had been rejected by the parliament.

The RA NA Speaker Hovik Abrahamyan noted about Mr Bagratyan’s proposal that in future an opportunity would be created to debate all the problems. He proposed the political forces to actively participate in the debates.

Mikayel Melkumyan, representing the viewpoint of the PAP faction, touched upon the problems of Nairit factory LTD, the spheres of energy, gas supply and Vorotan hydro-electric station LTD deal.

The Chairman of the RA Public Service Regulatory Commission Robert Nazaryan in his final speech referred to the deputies’ proposals and remarks, noting that the Commission was ready to jointly work with the deputies and debate the disputable issues.

The legislative package “On Amending the RA Law NA Rules of Procedure” and “On Amending the RA Law on Prosecutor’s Office” was debated in the first reading. The key reporter Hovhannes Sahakyan talked about the package of laws.

In his co-speech the member of the NA Standing Committee on State and Legal Affairs Levon Martirosyan noted that the package of bills enjoyed the endorsement of the Committee.

The RA NA Speaker Hovik Abrahamyan noted that the legislative package had been debated and agreed with all factions. A decision was made to send the report of the Prosecutor’s Office to all NA Standing Committees, the Prosecutor General would give a one-hour speech in the NA sitting, and questions, answers and speeches would be held.

The RA Justice Minister Hrayr Tovmasyan said that the Government had presented an endorsement on the issue under debate.

Then the parliament debated four agreements on cooperation between the RA Government and the Government of Turkmenistan in different spheres. The Chairman of the State Scientific Committee of the RA Ministry of Education and Science Samvel Harutyunyan, the RA Deputy Foreign Minister Shavarsh Kocharyan, the RA Deputy Minister of Healthcare Sergey Khachatryan, the Head of the General Department of the Civil Aviation adjunct to the RA Government Artyom Movsisyan and the NA Speaker Hovik Abrahamyan made remarks on the agreements.

The Chairman of the NA Standing Committee on Foreign Relations Artak Zakaryan voiced the endorsement of the Committee.

The parliament in the first reading debated the bill “On Amending the RA Law on Approval of List of Goods Imported by Organization and Private Entrepreneurs, That Have '0' Customs Duty Rate and are Not Subject to Excise Taxation and For Which Value Added Tax Shall Not Be Calculated and Collected by Customs Authorities.” Artyom Movsisyan made remarks on the bill.

The debate of the issue will continue in the next four-day sittings.

The parliament ended the work of the four-day sittings.
