National Assembly Continues the Work of the Four-Day Sittings

On April 10 the RA National Assembly continued the work of the four-day sittings. The deputies recommenced to debate the report “On the Activity of the Human Rights Defender of the Republic of Armenia and Violation of Human Rights in the Country and Fundamental Freedoms During 2011,” on which deputies Zaruhi Postanjyan, Edmon Marukyan, Aram Manukyan and Artsvik Minasyan expressed their stances and views.

The Secretary of the Heritage faction Zaruhi Postanjyan expressed the negative view of the faction on the report under debate. The deputy built her speech, touching upon the post-electoral developments, which took place during the recent years and the problems existing in that sphere, the issue of legality of the actions of police, as well as the motivations of the emigration.

In his final speech the RA Human Rights Defender Karen Andreasyan touched upon the views sounded during the exchange of thoughts and gave clarifications.

Continuing the theme the parliament debated the report “On the Activity of the Human Rights Defender of the Republic of Armenia and Violation of Human Rights in the Country and Fundamental Freedoms During 2011.”

The Ombudsman and the representatives of his office with a number of NGOs have jointly visited criminal-executive institutions, departments of police, detention places for the arrested persons, military units, psychiatric hospitals, orphanages, special schools, house-boarding schools and disclosed a number of concerning problems and cases of human rights’ violations.

14 deputies addressed questions to Karen Andreasyan. The questions were relating to more effective cooperation of the parliament and the Ombudsman’s Office, the legislative and financial possibilities of implementing necessary functions, the structure of the report, the work of the regional structures, etc.

In their questions the deputies also referred to such spheres, which had not appeared in the focus of attention of the Ombudsman’s Office: Karen Andreasyan promised to touch upon the problems left out this year, expecting the deputies’ support.

The debate of the issue will continue at April 11 sitting. At the last hour of Wednesday sitting, by the established order of the Rules of Procedure of the National Assembly, the deputies addressed questions to the members of the Government, who are acting ministers before the formation of the new government.
