Parliament Continues the Work of the Four-Day Sittings

On February 5 the RA National Assembly continued the work of the four-day sittings and passed by voting the bills debated on the previous day.

The parliament in the first reading debated the package of bills “On Amending the RA Law on Licensing” and “On Amending the RA Law on State Duty,” authored by the Government and presented by the RA Minister of Education and Science Armen Ashotyan.

The NA Vice President Hermine Naghdalyan in her speech highlighted in the educational sphere the problems of pursuing state united policy, having state united control and giving assessments.

The Head Committee endorsed the draft law, which presented the Deputy Chairperson of the Committee on Science, Education, Culture, Youth and Sport Karine Poghosyan. In their speeches the NA deputies highlighted the amendments made on the issue under debate.

In his extraordinary speech the NA Vice President Eduard Sharmazanov noted that the issue under debate was important not only for Armenia, but also for future generations.

Naira Zohrabyan, Secretary of the Prosperous Armenia Party faction, delivered a speech in the name of the faction.

Mher Shahgeldyan gave a speech in the name of the Rule of Law faction, noting that in some countries the state carries out the licensing or the control process, but also reserves itself the specialists’ training in that sphere.

In his final speech Armen Ashotyan touched upon the deputies’ interpellations and gave clarifications.

The parliament in the first reading debated the RA draft law “On Amending the RA Law on Scientific and Research Activity” authored by the government.

The Chairman of the Head Committee Artak Davtyan presented the endorsement on the bill. Answering the deputies’ questions Artak Davtyan proposed to submit the recommendations in written form to the committee and take part in the debates.

In their speeches on the issue deputies Mher Shahgeldyan, Stepan Margaryan, Artsvik Minasyan mainly stressed the stance that the mechanisms of the regulation should be more distinct, and their wordings should be in the law.

In her extraordinary speech the NA Vice President Hermine Naghdalyan noticed that one whole day was devoted to the debate of the issues of the educational sphere, which was not accidental: the educational sphere was one of the most important ones in our country. In his final speech Armen Ashotyan said that the presented bill was a good occasion to debate numerous problems and seek solutions with joint efforts from the high tribune of the parliament.

Then the National Assembly turned to the debate of the RA draft law “On Amending the RA Law on State Statistics’ in the first debate.

The parliament will continue the debate of the issue at February 6 sitting.
