Sittings of the RA NA Standing Committees Were Held

On February 24 the NA Standing Committees convened their next sittings.

At the sitting of the RA NA Standing Committee on Defense, National Security and Internal Affairs presided over by Hrayr Karapetyan the bill “On Amending the RA Law on Passing to Military Service was debated.

The draft laws “The Disciplinary Rules of Procedure of the Armed Forces of the Republic of Armenia,” “On Amending the RA Law on Conscription,” “On Amending the RA Law on Weapon,” “On Amending the RA Law on Social Security of the Military Servants and Their Family Members,” “On Amending the RA Law on Approving the Disciplinary Rules of Procedure of the Police of the Republic of Armenia” presented also for the second reading were endorsed.

The RA NA Standing Committee on Economic Affairs moderated by Vardan Ayvazyan debated packages of bills “On Amending the RA Law on Taxes,” “On Amending the RA Law on Land Tax,” “On Amending the RA Law on Property Tax.” The Committee also debated two packages of bills proposing amendments “On Legal Persons’ State Registration” and in a number of laws.

At the sitting of the RA NA Standing Committee on Foreign Relations the Convention presided over by Armen Rustamyan the Convention “On Handing the Judicial and Extra-Judicial Documents on Civil and Commercial Cases in Overseas,” signed in The Hague on November 15, 1965 was debated.

The RA Justice Deputy Minister Ruben Melikyan also presented the Convention “Obtaining Evidence in the Overseas on Civil and Commercial Cases” signed in The Hague on March 18, 1970 with enclosed reservation and announcements.

The bill “On Recognizing Genocide the Crimes of Azerbaijan Towards Armenians During 1988-1994” submitted by the NA deputy Larisa Alaverdyan was postponed up to 15 days.

The RA NA Standing Committee on Health Care, Maternity and Childhood presided over by Ara Babloyan debated in the first reading the bill “On Amending the RA Law on Drugs and Psychic Substances, which presented the RA Health Care Deputy Minister Tigran Sahakyan.

The Committee decided to continue the sitting on February 27, at 9:30 a.m.

The RA NA Standing Committee on Social Affairs moderated by Hakob Hakobyan debated in the first reading the bill “On Amending the RA Law 'On Social Protection of the Children Left Without Paternal Care,' submitted by the RA Deputy Minister of Labor and Social Affairs Filare Berikyan.

The Committee debated in the second reading the package of bills on amending a number of laws.

The RA bills “On Amending the RA Law on Local Self-Government in the City of Yerevan” and “On Amending the RA Law on Property Tax” were included in the agenda of the next witting of the RA NA Standing Committee on Territorial Management and Local Self-Government, and their debate was postponed by the authors’ proposal.

The RA NA Standing Committee on State and Legal Affairs presided over by Davit Harutyunyan debated in the first reading the legislative initiative “On Amending the RA Law NA Rules of Procedure” in the first reading.

The legislative package “On Amending the RA Electoral Code,” “On Amending the RA Law NA Rules of Procedure” and “On Amending the RA Law on Constitutional Court” also was debated in the first reading.

The bill of the Government “On Amending the RA Criminal Procedure Code” was debated in the first reading.

The bill “On Amending the RA Law on Criminal Executive Service” initiated by the Government was debated in the second reading and enjoyed the endorsement, and will be included in the draft agenda of the NA upcoming four-day sittings.

Debates of a number of draft laws were postponed up to 15, 30 and 60 days.

The Committee will convene a sitting on Monday, February 27.
