RA National Assembly Ends the Work of the Four-Day Sittings

On February 9 the RA National Assembly continued the work of the four-day sittings.

Before passing to the agenda items by the RA NA Speaker Samvel Nikoyan’s proposal the NA deputies welcomed the students and professors of Khachatur Abovyan Armenian State Pedagogical University (Yerevan City), who visited the parliament within the framework of the NA “Open Lesson” programme.

Then the parliament continued to discuss the draft law “On Legal Regime of the State of Emergency.”

The NA Speaker Samvel Nikoyan urged his colleagues to submit their proposals for editing the bill, in accordance with the order: from the first to the second reading.

The deputies debated the legislative package “On Amending the RA Law on Parties,” “On Amending the RA Code on Administrative Infringements” and “On Amending the RA Civil Code” submitted by the Government for the second reading and for passing it completely.

The draft law “On Amending the RA Criminal Code” initiated by the Government was also debated by the second reading procedure.

The legislative initiative “On Amending the RA Law On the Order of Calculating the Time on the RA Territory” was debated for the second reading and for passing it completely.

The legislative package “On Private Guard Activity,” “On Amending the RA Code on Administrative Infringements,” “On Amending the RA Law on Licensing” and “On Amending the RA Law on State Duty” was debated in the third reading.

The legislative body debated the bills initiated by the Government “On Amending the RA Law on 2001-2003 Programme of State Property Privatization” and “On Amending the RA Law on 2006-2007 Programme of State Property Privatization” in the third reading. The speakers noted that after the first reading the deputies had not made any proposals and remarks.

The NA deputy Lilit Galstyan submitted the bill “On Amending the RA Law on General Education” for the second reading and for passing it completely and noted that only the NA deputy Heghine Bisharyan had submitted a proposal.

The RA Deputy Finance Minister Suren Karayan submitted for debate the Convention (with enclosed protocol) “On Excluding the Double Taxation of the Incomes and Capital and Preventing the Avoidance of Taxation between the RA Government and the United Kingdom of Great Britain and Northern Ireland” signed in London on July 13, 2011 and the Agreement (with enclosed protocol) “On Excluding the Double Taxation of the Incomes and Capital and Preventing the Avoidance from Taxation between the RA Government and Ireland” signed in Dublin on July 14, 2011.

After the debate of the international treaties voting of the considered issues was organized. The parliament passed all the bills and legislative packages debated during the day, ratified the international treaties.

The legislative initiative “On Amending the RA Law on Making Use of the Privileges of the Tax, Customs and Compulsory Payments” stipulated by the agreement “On Facilitating the Oversight of the Humanitarian and Technical Aid on Cooperation between the RA Government and the United States of America” signed on December 15, 1992. The bill has not been changed after the first reading.

The NA deputy Ara Babloyan submitted the bill “On Amending the RA Law on Human Reproductive Health and Reproductive Rights” for the debate in the first reading.

The parliament debated in the second reading procedure “On Amending the RA Law on Aviation,” which presented the Head of the General Department of Civil Aviation Artyom Movsisyan.

Yerevan Deputy Mayor Kamo Areyan presented the package of bills “On Amending the RA Code on Administrative Infringements,” “On Amending the RA Law on Local Self-Government” and “On Amending the RA Law on Local Duties and Payments” for the first reading.

The parliament debated the bill “On Libraries and Library Work” submitted by the Government and NA deputies by the second reading procedure.

Heghine Bisharyan, Head of the Rule of Law faction, and Larisa Alaverdyan, Secretary of the Heritage faction, presented their views on the bill under debate.

Larisa Alaverdyan has noted that they welcome the adoption of the bill and call on their colleagues to vote for it. She has especially greeted the fact that the adoption of the bill coincides with the event of declaring Yerevan World Book Capital.

Ashot Musayan, Deputy Head of the State Committee of the Real Estate Cadastre Adjunct to the RA Government, presented the bill “On Amending the RA Law on Geographical Names.”

The National Assembly also debated the bill “On Amending the RA Law on Geodesy and Cartography.”

Ara Petrosyan, RA Deputy Minister of Economy, presented the bill “On Amending the RA Law on Licensing.”

The NA deputies debated the package of bills proposing Amendments to the RA Law “On Rail Transport,” and in the Code “On Administrative Infringements.”

All four debated bills received committees’ endorsements.

The National Assembly also debated the package of bills proposing “Amendments in the RA Land Code” and to the laws connected with it, in the Code “On Administrative Infringements,” submitted for the second reading, the agreement and amendments in the Convention submitted for the third reading.

The RA National Assembly ended the work of the four-day sittings.
