At the Sittings of the NA Standing Committees

On November 28 the Standing Committee on Financial-Credit and Budgetary Affairs of the National Assembly, moderated by Gagik Minasyan endorsed the proposal of the government “On Amending the Law on the Banks and Banking Activity,” which was included in the agenda of the sitting. The Deputy Finance Minister Suren Karayan has said that there have not been proposals on the bill submitted in the second reading.

Andranik Andreasyan, Head of the State Committee for Water Management, submitted for assessment two international agreements.

The Committee also approved the credit programme with the European Bank for Reconstruction and Development with the name “Water Programme of Armenia’s Small Communities." At the sitting of the NA Standing Committee on Economic Affairs presided over by Vardan Ayvazyan the package of the RA draft laws “On Technical Regulation,” “On Provision of the Unity of the Measuring,” “On Standardization,” “On Accreditation” and “On the Evaluation of the Correspondence.”

The RA Deputy Minister Grigor Muradyan presented the bill “On Dissolving the Organizations not Presenting Tax Reports and Removing from the State Accounting to the Individual Entrepreneurs by January 1, 2008.”

The Committee also debated a number of drafts concerning the tax sphere presented in the second reading.

The NA Standing Committee on Foreign relations moderated by Armen Rustamyan debated the Convention “On Excluding the Double Taxation of the Incomes and Capital and Preventing the Evasion from the Taxation between the Government of the Republic of Armenia and the Government of the United Kingdom of the Northern Ireland” signed in London on July 13, 2011, which presented the RA Deputy Finance Minister Suren Karayan.

The RA Deputy Finance Minister Suren Karayan also presented the agreement “On Excluding the Double Taxation of the Incomes and Property and Preventing the Evasion from the Taxation between the Government of the Republic of Armenia and the Government of Ireland,” which was signed in Dublin on July 14, 2011.

Andranik Andreasyan, Head of the State Committee for Water Management, submitted the credit agreement “Additional Financing of the Urgent Programme of Restoration of Irritation Systems” between the Republic of Armenia and International Bank of Reconstruction and Development signed on November 1, 2011.

The Head of the State Committee for Water Management submitted the credit agreement “Water Programme of the Small Communities of Armenia” between the Republic of Armenia and European Bank of Reconstruction and Development signed on July 14, 2011.”

Romik Harutyunyan, First Deputy of the Director of the RA National Security Service, the agreement “On the Order of the Replacement of the Citizens of the Republic of Armenia and Passing into Military Service in the Border Troops of the Russian Federation being on the Territory of the Republic of Armenia between the Republic of Armenia and the Russian Federation” signed in Yerevan on March 15, 1994.

Manuk Vardanyan, RA Minister of Transport and Communication, presented the agreement “On International Passenger Transportation and Cargo Transportation Through Automobile Roads between the Government of the Republic of Armenia and the Government of the Federal Republic of Germany” signed in Leipzig on May 26, 2011.

The debated issues will be submitted with endorsement for the ratification of the parliament.
