The factions of the National Assembly at October 29 briefings summed up the works of the four-day sittings, and at the same time they touched upon several political important events.

The head of the Heritage faction Styopa Safaryan mentioned about the bill to the law on Minimum Monthly Salary among the bills debated during the four-day sittings. The MPs Armen Martirosyan and Styopa Safaryan ensured that the issue was included in the big and small agendas and would be put for voting on December 9. Meanwhile, an agreement was reached over the term of acceptable mutual agreement, Styopa Safaryan. The MPs also touched upon the issues debated at the consultation held by the NA Speaker Hovik Abrahamyan and the political forces, in particular, making addendum in NA Rules of Procedure, the initiative of creating Committee on Ethics and the constitutional demand of the MP not to be involved in business. The MPs noted that the preliminary document being circulated needed to be seriously reviewed.

The head of the Country of Law faction Heghine Bisharyan among the issues debated during the four-day sittings emphasized the draft law on Patent Payments. Mrs Bisharyan also talked about the tripartite meeting of the presidents, which was held in Astrakhan, observing the adopted declaration as an important step on the path of the settlement of the conflict.

The Head of the ARF faction Vahan Hovhannisyan drew the journalists’ attention to the visit of the deputies of the European Parliament, representing the Green Union Michele Rivazi and the member of the European People’s Party Damien Abad to NK. The deputy assessed this visit important, taking into account that during the last years the deputies of the European Parliament had adopted neutral posture and didn't pay such visits to NK. During the meetings in Artsakh the European deputies were told and became convinced that the Armenians displaced form the Azerbaijani different dwellings have settled not only in the NKR, but they have also returned to the territory of Artsakh, their motherland, from where they had left for job, and which was wrongly characterized as “occupied” territory. During the meetings they had touched upon issues concerning the refugees, observing them on the plane of the protection of human rights. Vahan Hovhannisyan ensured that works were going to be done in EU humanitarian programmes involving these refugees. In his opinion, this is necessary work being done on the NKR international recognition. In connection with the initiative of the Heritage faction on the NKR recognition the speaker noticed that in Astana it was unlikely something to be changed, therefore it was not understandable for him the postponement of the voting. The deputy also talked about the decision-announcement of creating a military-political alliance between Armenia and NKR circulated by Armen Rustamyan, the draft law of which was included in the NA sittings agenda.

The deputies of the Prosperous Armenia faction also answered the journalist’s question, touched upon the constitutional restriction of the deputy’s entrepreneurship activity. The secretary of the faction Aram Safaryan noted that the principle was enshrined by Constitution and understandable, however, there should not be extremities in the debating document, but also be guided by the international experience and functioning standards in the countries of the Council of Europe. Samvel Balasanyan noticed that deputies protecting the businessmen’s interests should be in the parliament.

The secretary of the RPA faction Eduard Sharmazanov said that he positively assessed the political consultations among the political forces, and they were ready to debate any constructive proposal in the RPA. Regarding the view of the RPA on the recognition of the NKR independence, the deputy reaffirmed the view of giving preference to international recognition and to be guided by those steps. The secretary of the faction opined that the NKR had been independent since 1991, through negotiations, as well as by direct participation of the NKR, we should reach the international recognition of independence. In his words there is no Armenian in the world, who will be against the recognition of the independence of Artsakh, and his party, first of all.
