Concept of the World Bank Education On Quality and Relevance Project in Armenia Discussed

On September 19 the Chairman of the NA Standing Committee on Science, Education, Culture, Youth and Sport Mr Armen Ashotyan, and deputy chairman Ms Naira Zohrabyan and member Ms Lilit Galstyan met the chief specialist of education of the World Bank, lead of the team On Education Quality and Relevance Project in Armenia Mr Juan Manuel Moreno, member of delegation Mr Alexan Hovhannisyan, Ms Karine Harutyunyan and Ms Marina Sahakyan.

The chief specialist of education of the World Bank, lead of the team of On Education Quality and Relevance Project in Armenia Mr Juan Manuel Moreno noted that they were within the framework of the preparatory phase of the new education project in Armenia. The World Bank intends to carry out new long-term and mid-term educational projects in the spheres of pre-school and high education. It is envisaged to continue the teachers’ training, carry out sub-projects, which will be directed to the pre-school children, assist in the use of information technology, assist in the establishment of the senior school and in the relevance of the high education with Bologna educational system. The guest also presented the drawbacks noticed as a result of observations, according to which, it is necessary to review the legal situation, to which the committee members agree.

Noting that the project is envisaged to carry out during 5 years, Mr Moreno wished to get the view of the parliamentary committee members on the concept.

Noting that the committee is well aware of the educational projects carried out by the World Bank, the Chairman of the NA Standing Committee on Science, Education, Culture, Youth and Sport, highly assessed their work done during the last 10 years in the sphere of education. Nevertheless, part of them was of formal character, in particular, the technique project.

The Committee Chairman Mr Ashotyan suggested developing in the project an anti-corruption provision, according to which, as little is the student-teacher contact, as little the corruption risks are. As he assessed, by now high quality of education is not provided, and the graduates do not correspond to the labor market demands. The Committee Chairman promised to discuss the concept in the committee presented for educational improvements and to introduce proposals.
