Head of the OSCE Yerevan Office in the National Assembly

Mr. Tigran Torosyan, President of the National Assembly of the Republic of Armenia, received Mr. Sergey Kapinos, Ambassador, Head of the OSCE Office in Yerevan.

Touching upon the issues of cooperation with OSCE Mr. Tigran Torosyan, President of the National Assembly, noted that he has received the letter of Mr. Kapinos on readiness of giving the experts’ conclusion on the draft law of the Republic of Armenia on Making Amendments and Addendum to the RA Law on TV and Radio. The President of the National Assembly noted that an Ad-hoc Inquiry Committee into the Events Occurred on 1-2 March 2008 in Yerevan and Their Reasons was created within the framework of which also cooperation with OSCE was expected. Mr. Tigran Torosyan proposed the OSCE to display the experts’ support in the methodology of organizing the works for the use of the international experience. The President of the National Assembly also touched upon the procedure of the implementation of the PACE Resolution 1609 noting that during the extraordinary session the parliament adopted a statement of the National Assembly of the Republic of Armenia on the procedure of the implementation of the proposals of the PACE resolution, where the works done were detailed on the items of the resolution. It is obvious that certain work has been done in all directions, but also time is needed to carry out all the guarantees, thus a lot of work is expected in the nearest future. It was noted that Armenia expects the active support of the international structures, including the OSCE in the ongoing amendments in the direction of deepening democracy, and full realization of the civil society.

Mr. Sergey Kapinos, Head of the OSCE Office in Yerevan, recording the harmonized views, confirmed that the OSCE Yerevan Office was ready to promote the state in the process of stability and deepening of predictability. The OSCE was also ready to promote the implementation of Armenia’s undertaken obligation in international structures, without haste and without ignoring the accumulated problems, and acting balanced. The problems of the development of democracy, strengthening the statehood stem from the interests of Armenia and the inner political and regional complicated situation needs those problems to be solved, during which one should be guided by the strengthening of the atmosphere without which the development is impossible in any country. Mr. Kapinos expressed readiness to show the experts’ support to the draft law of the RA Law on Making Amendments and Addendum to the RA Law on Television and Radio, and other package of the other bills, directed to the regulation of the sphere (in that framework the parliamentary hearings, organized by the NA Standing Committee on Education, Science, Culture, Youth and Sport, with the representatives of the participation of the NGOs and civil society were highlighted). Mr. Kapinos promised to convey the proposal of showing methodical support to the works of the Ad-hoc Inquiry Committee into the Events Occurred on 1-2 March 2008 in Yerevan and Their Reasons to the OSCE leadership and inform about the results to the President of the National Assembly. According to his assessment, the OSCE should be interested in supporting the committee's works for promoting the independence of the committee's activity and providing public trust.
