Hovhannes Margaryan was born on May 21, 1964 in Leninakan.
1986-1987 he served in the Soviet Army.
1971-1981 he studied at Leninakan N 30 secondary school.
1981-1986 he studied at the Mechanical faculty of Leninakan branch of Yerevan Polytechnic Institute, getting qualification of engineer-mechanic.
1990-1993 he studied and did his postgraduate studies in the All-Russian Scientific Research and Technological Institute and was qualified as an engineer-researcher. He has a PhD in Agricultural Sciences. He is the author and co-author of more than 15 scientific works, articles.
2004-2006 he studied at the Master's programme of the State Management Academy of the Republic of Armenia, getting Master of Law.
1987-1989 he worked first as the head of the boiler-house, engineer, head of workshop in the Shirak poultry factory in Akhurian region.
1989-1990 he worked as a leading engineer in the Leninakan Grinding Machine Plant. 1994-2003 he was the director at the Gyumri Confectionery Factory, gave lectures at Gyumri branch of Yerevan Polytechnic Institute.
In 2002 he was elected as a member of Gyumri Council.
In 2003 he was elected a deputy to the National Assembly. He was elected Deputy Chairman of the NA Standing Committee on State and Legal Affairs.
In 2007 he was elected a deputy to the National Assembly. He was a member of the NA Standing Committee on State and Legal Affairs.
On June 17, 2008 he was elected Chairman of the NA Standing Committee on Territorial Management and Local Self-Government.
He is a member of the Country of Law Party and Faction.
He is married and has two sons and a daughter.
