Discussions at the Standing Committee of the National Assembly

The NA Standing Committee on Science, Education, Culture and Youth, at August 30 sitting discussed 12 draft laws to be put on the draft agenda of the autumn session and the first four-day sittings of the National Assembly.Also 12 draft laws will be debated at September 8 sitting, informed the Chairwoman of the Committee.

Mrs. Hranush Hakobyan, Chairwoman of the Committee, presented her, MPs Mr. Galust Sahakyan’s and Mr. Vladimir Badalyan’s submitted draft law on Making Addendum to the RA Law on Social Protection of the Children Without Parental Care, with which it is proposed to raise the salary of those employments, who are involved in the upbringing and care of the disabled children without parental help and needing special conditions of development.

Mr. Aghvan Vardanyan, Minister of Labor and Social Affairs, noted that the RA Government is for the salary of the above-mentioned employees to be increased. The Committee Chairwoman, Mrs. Hranush Hakobyan, said that the rise of the salary is affirmed in the RA Law on Education, but as the sum is the same as a final result, they are not against the decision of the RA Government.

The Committee endorsed the draft law to be put on the agenda of the session and four-day sittings.

Mr. Andranik Manukyan, Minister of Transport and Communication, presented the RA draft law on Making Amendments to the RA law on Electronic Messages. Mr. Manukyan informed that he has other proposals of certain provisions of the law to be changed hence, the committee decided the draft law to guarantee and have it on the agenda of the session and after submitting the new proposals in written form the draft law to be put on the agenda of the four-day sittings.

The MP Viktor Dallakyan presented his submitted RA draft law on Theatre and Theatrical Activity, which according to the author, has been circulated since 2003, discussed at the Theatrical Workers’ Union and approved. The RA Government presented 4 proposals on the draft law, which are mainly of technical character, and the author is ready to accept them. Mr. Dallakyan suggested the draft law to be put on the agenda of the session providing he will not insist the draft law to be put on the agenda of the four-day sittings until the government presents the same draft law. Later it is also possible that they will present the joint draft with the Government.

The MP Mr. Mekhak Mkhitaryan also made the same proposal on the draft law on Rendering State Support to Theatrical Art.

Mrs. Hasmik Poghosyan, Minister of Culture and Youth Affairs, informed that the Ministry works on the namesake draft law, expressed readiness to work together with the authors, who have already presented the draft law, but proposed the discussed draft laws not to be put on the agenda of the session before their draft law is submitted.

The Committee decided to endorse Mr. Dallakyan’s and Mr. Mekhak Mkhitaryan’s submitted draft laws to be put on the agenda of the session, however not to discuss the issues of their inclusion on the agenda of four-day sittings before the RA Government draft law is submitted. Later by the authors’ consent it will be decided whether a joint or alternative draft law will be submitted to the National Assembly.

The report on 2005 activity of the Council of Public TV Radio Company was endorsed to be put on the agenda of the four-day sittings and the discussion of the 7 draft laws was postponed by the authors’ proposal.
