System of continuous training of compulsory enforcement officer to be introduced, the encouragement order also to be changed

The law on Compulsory Enforcement Service was adopted in 2004, but at present a number of legislative and applicable problems are up to date in the compulsory enforcement process, which impede the service work for regularly and effectively organizing the service work, filling in the vacancies, adopting knowledgeable personnel, improving the employees’ social situation and knowledge. The RA Deputy Minister of Justice Levon Balyan said this during the regular sitting of the Standing Committee on State and Legal Affairs on September 4 in the context of the report of the draft package on Making Addenda and Amendments to the law on Compulsory Enforcement Service and on Amending the law on Public Service.

The draft on Making Addenda and Amendments to the law on Compulsory Enforcement Service proposes to introduce continuous training system – establishing certain compulsory courses for the development of the compulsory enforcement officers’ special specialized knowledge and competencies aimed at effective solution of the priority problems. According to the Deputy Minister, this training system will give an opportunity not only to provide the professional proper preparedness of the persons assuming the position of the compulsory enforcement officer, but also already the continuous development of the knowledge and skills of the persons holding that position, thus giving new quality and impetus of the development to the whole system of the compulsory enforcement.

According to the draft, the legal relation regarding the compulsory enforcement officer’s transfer, setting that without his/her consent, the compulsory enforcement officer can be transferred to other position equal to his held position, after serving at least one year in that position.

The Deputy Chair of the Committee Arusyak Julhakyan was interested in the fact of the number of the compulsory enforcement officers want to attest and what financial loading it will arise, and in response to that, the Deputy Minister of Justice said that calculations have been made, as it is not clear how many employees would like to pass the attestation.

In her co-report the deputy of the Civil Contract Faction Arpine Davoyan and informed that amendments underway are aimed at the improvement of the works in the system and the engagement of new personnel.

“The compulsory enforcement officer will not feel additional financial loading for moving to the region, as the state will take care of his/her housing rent expenditure. After the adoption of the regulations the system will be replenished with new quality personnel, thus I call on to vote for the package of drafts,” Arpine Davoyan said.

The members of the Standing Committee on State and Legal Affairs endorsed the draft.
