State Budget 2022 Execution Report on territorial administration, local self-government, agriculture and environment debated

At June 6 joint sitting of the NA Standing Committees on Territorial Administration, Local Self-Government, Agriculture and Environment Protection and on Financial-Credit and Budgetary Affairs, the RA Minister of Finance Vahe Hovhannisyan presenting the digital data on the performance of financial resources and budget programmes provided for in the state budget 2022 of the above-mentioned sectors, stated that in 2022, the Ministry of Environment implemented 6 programmes and 35 measures planned by the state budget. According to the specified programme, 8.5 billion AMD was allocated to the Ministry, 7.2 billion AMD was actually spent, the performance was 85%.

The regional governor’s offices of the republic implemented the planned 10 programmes with 22 measures. It was designed to allocate 5.3 billion AMD to all of them, in fact, 5.2 billion was allocated, which is 2.1% more than the 2021 index, the performance was 98.5%.

5 programmes and 36 measures were implemented in the water sector. In 2022, it was planned to allocate 43.6 billion AMD, in fact 30 billion 850 million AMD was spent, the performance was 93.2%.

According to the specified programme, 120 billion AMD was allocated to the RA communities, and 118 billion AMD was actually allocated. 7 billion 459 million AMD has been spent on communities under the current subsidy programme. As a result of the implementation of the laws, 50 million AMD was paid to compensate the losses of the budgets of the communities.

The Chair of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection Vahe Ghalumyan inquired whether all regional governor’s offices proportionally implemented the planned expenditures, or whether there were those that underperformed the expenditures.

The RA Minister of Finance Vahe Hovhannisyan replied that the Ararat regional governor’s office is the biggest underperformer, the annual plan was 482 million AMD, with the specified plan it was reduced to 466 million AMD, the performance was 431 million AMD, which is 31 million less than the specified plan.

And the smallest underperformance was recorded in Vayots Dzor Regional Governor’s Office: according to the specified plan, the allocation was 411 million AMD, the expenditure was 409 million 854 thousand AMD, the difference is only 1.2 million AMD.
