Performance of financial allocations and budget programmes provided by state budget 2022 of Ministry of Labor and Social Affairs debated

During 2022, the Ministry had 16 programmes and 94 events approved. Actually, 16 programmes and 112 events were carried out. The annual adjusted plan was 620 billion 369 million drams, the actual performance compared to the adjusted plan was 98.9%. The RA Deputy Minister of Finance Vahan Sirunyan stated this.

On May 31, the state budget 2022 execution of the Ministry of Labor and Social Affairs was debated at the joint sitting of the NA Standing Committees on Labor and Social Affairs and on Financial-Credit and Budgetary Affairs.

According to the Minister of Labor and Social Affairs Narek Mkrtchyan, around 412 billion drams were allocated to pension security, around 40 billion drams were allocated to the improvement of the demographic situation, 27.6 billion drams were allocated to support disadvantaged social groups, around 3 billion drams were allocated to support women and children, around 1.6 billion drams were allocated to the solution of the issues of persons with disabilities, around 951.1 million drams were allocated to housing provision, around 860 million drams were spent on solving employment problems, and around 9.3 billion drams were spent on providing social packages.

Presenting the works carried out in the financial year in detail, Narek Mkrtchyan touched upon the measures planned by the activity programme of the Government launched on 1 January 2022 aimed at improving the demographic situation carried out on the occasion of the birth of the third and every subsequent child in the family, within the scope of which for the child born after 1 January 2022, 50.000 drams are paid per month until the latter turns 6 years old.

In the financial year, the number of families receiving family and social benefits decreased by around 5.700. “We have started the development of the strategy for the reform of the Integrated Social Services and the development of the unified social service, and we are also continuing to carry out work towards the implementation of the insecurity assessment system from 2023, thanks to which this large-scale programme of social assistance will be more targeted,” the Minister of Labor and Social Affairs said adding that there will be an updated information system interoperable with databases.

The Chair of the Standing Committee on Financial-Credit and Budgetary Affairs Gevorg Papoyan inquired about the effectiveness of the measures implemented in the field of demography. Narek Mkrtchyan informed that the demography strategy is being developed, which is under debate. According to the Minister, among those born in 2018, the number of third and subsequent children was 8.270. In 2021, the number increased by 38% to 11.440.

Touching upon the deputies’ questions, Narek Mkrtchyan spoke about the unemployed registered in the territorial center of the unified social service, the welfare index, the programmes aimed at overcoming poverty, pension deductions of pensioners in care centres.
