It is proposed to create one unified electronic database of restrictions applied to real estate. The Government will define the requirements and submission procedure for electronic documents. Within one year after the approval of that order and the law adoption, certain restrictions applied to real estate by law enforcement systems must be sent to the Cadastre Committee through the appropriate electronic platform and in accordance with the requirements. The electronic system will automatically find in the database the entity or object to which the restriction is applied. The Head of the RA Cadastre Committee Suren Tovmasyan informed introducing the new regulations proposed in the Law on State Registration of Rights to Property and the Tax Code at the sitting of the NA Standing Committee on Economic Affairs.
It was noted that within two years by the law, the state bodies and the Cadastre Committee dealing with the application of restrictions should filter the relevant database, after which the system of unified restrictions should be finally formed. According to Suren Tovmasyan, as a result, some operations lasting up to 3-4 working days will be possible to perform online at the same time.
It is planned to provide digitization and digital transformation, in particular, it is proposed to the relevant state and local self-government bodies, notaries to submit the relevant legal documents drawn up by them to the Cadastre Committee through the electronic system. The document accessed in the electronic system will be considered submitted to the body where the decision is made. According to Suren Tovmasyan, these amendments will reduce the actions of the citizens and the possibility of the paper archive of the Cadastre Committee to constantly increase.
A pilot programme of road network registration will be implemented in the Shirak region. Within the scope of the event, it is designed to carry out actions aimed at registering the road network of the Shirak region.
During the Q&A, the MPs referred to the already collected paper archive of the Cadastre Committee, some provisions requiring legal clarification, road network design works, features of electronic document circulation.
The Head of the Cadastre Committee clarified that a new road network will not be drawn, simply that the existing roads in RA are not registered, there are no certificates, picketing regarding them, due to which the management of these roads becomes difficult. He mentioned that they are talking about road networks that are considered the actual property of the RA. “We will draw those roads in their zone, we will take them to the state registration of rights, which we will integrate into the geoportal and hand over to the Ministry of Territorial Administration and Infrastructure,” Suren Tovmasyan said.
The issue has been endorsed by the Committee.
