60 measures are designed to be implemented within six years regarding the priority directions of the environmental protection sector, 36 out of which will be implemented in 2022. 21 out of these measures are continuous, and only 15 were to be fully implemented by 2022. We have both achievements and shortcomings. The RA Minister of Environment Hakob Simidyan said presenting the report on the process and results of the Government Programme 2022 implementation of the Republic of Armenia (2021-2026) for debate. The Minister introduced the completed and uncompleted works.
In 2022, the package of the Water Code and the related laws was adopted, a mandatory requirement of a closed circulating water system in fish farms was established from 1 January 2024. In order to effectively implement the system, works are being carried out with fish farmers within the framework of a jointly formed working group. The rates of state fees for water use permits have been revised, which will provide an additional income of around 13.6 million drams to the state budget. Regarding the pollution of Lake Sevan, the Minister stated that in 2022, 46.60 hectares of the coastal area of the lake were cleaned, this year it is planned to clean 300 hectares.
Works are carried out to raise the water level of the lake.
The RA Minister of Territorial Administration and Infrastructure Gnel Sanosyan said that last year the adjusted budget in the sector was 235 billion drams, of which 223 billion drams were spent. The performance of the Ministry was 95 %. Capital expenditure performance was 90.7 %. “About 7 billion dollars weren’t spent regarding the dollar and euro exchange rate. The planned works were done, but the builders were paid less due to the exchange rate”.
Last year, 64 billion drams of subsidies were given to communities, this year - 69.5 billion.
The RA Deputy Minister of Economy Arman Khojoyan presented the works carried out in the field of agriculture in 2022.
In 2022, the approved budget of the agricultural programmes of the Ministry of Economy was 24.9 billion drams, and the actual performance was 37.9 billion drams.
The Deputy Minister also introduced the other completed programmes and things to be done.
