During the year 2022, the National Assembly adopted the legislative package of the formation of the Ministry of Internal Affairs. The basis of the structure of the new Ministry is the Police, the Rescue and Migration Service.
The works of the elaboration of the organizational, as well as sub-legislative and departmental acts of the formation of the Ministry of Internal Affairs are in the process, and the Charter of the Ministry and subordinate bodies is approved. The RA Minister of Internal Affairs Vahe Ghazaryan voiced about this at March 15 sitting of the Standing Committee on Defense and Security, presenting the performance of the Government Programme for 2022.
Speaking about the vision of the structural transformation of police, the Minister noted that as a specialized structure, the service will develop in 4 directions: Criminal Police, Patrol Service, Police Guard and Universal Police.
Taking as a basis the approaches that the Patrol Service as a best model of organizing external service, should be introduced in the whole republic. During the reporting period the sub-divisions of the service were also operated in Shirak, Lori, Tavush, Gegharkunik, Kotayk and Aragatsotn marzes/regions. Vahe Ghazaryan informed that at present the preparatory works of introducing Patrol Police in Armavir, Ararat, Vayots Dzor and Syunik marzes are in the process.
The Minister documented that tendencies of raising efficiency of preventing traffic accidents are noticed in the marzes, where the Patrol Service was introduced.
Regarding the continuous increase of the number of female employees in the system, the rapporteur that works are done on the review of the criteria of the latter’s service adoption, as well as the improvement of the working condition.
During the financial period, 134 cases of drug illicit trafficking through internet was recorded. “This year was declared as a year of fight against drug illicit trafficking. The police will actively confront the spreading of the given crime,” the Head of the Department said.
The Minister also presented other works done in 2022, and answered the deputies’ questions.
