It is proposed to define the production, importing activity, trade, storage, use (operation) of explosive substances and blasting products, implementation of blasting operations as types of activities subject to licensing, the rate of state duty for engaging in the specified types of activity, as well as fines for offenses in the aforementioned spheres with the draft law on Making Amendments and Addenda to the Law on Licensing authored by the NA deputy Sisak Gabrielyan and the package of related drafts.
According to the author, currently, the production, import and trade of explosive substances are carried out according to the simple procedure of the activity implementation subject to notification defined by the law on Notification of Activity Implementation, but considering that these functions contain safety, health and other components, it was necessary to bring the process into the licensing field, which will enable to take more effective control measures.
It was also mentioned that the adoption of the package of drafts will make the mentioned process more controllable by defining basic standards and mandatory requirements for providing licenses, and will have a positive impact in social terms due to safety, health and other components.
The permitted places, requirements and conditions for the use of technical blasting products in Yerevan are also defined.
Amounts of fines for violations are being tightened.
The legislative package will enter into force in six months.

The RA Deputy Minister of Internal Affairs David Hambaryan presented the Government endorsement regarding the package. All proposals by the executive body have been accepted by the author.
