Peculiarities of Buildings for Treatment of Arrestees and Their Furnishing to be Set by Government Decision

The executive body proposes to set the peculiarities of the buildings for the Treatment of Arrestees and their furnishing by the decision of the Government. It is suggested to design an authorizing norm for the decision of the Government, within the framework of which the abovementioned peculiarities will become a subject of distinct regulation.

Presenting the draft law on Making Addendum to the law on Treatment of Arrestees and Detainees in the first reading at the regular sitting of the National Assembly on January 16, the Deputy Minister of Internal Affairs Arpine Sargsyan detailed the proposing regulations.

As the Deputy Minister assessed, the decision of the Government is an occasion to re-evaluate the current situation of the treatment of the arrestees and set new criteria.

It is proposed to adopt the decision of the Government after passing the law within six months.

The deputy Zaruhi Batoyan was interested in the way of regulating these problems and if there is need for stipulating some criteria also by law. The Deputy Minister clarified that until August 4, 2022 those regulations have definitely been at the level of the Government decision, but today there is need to more completely presenting and approving them by the relevant decision of the Government. Zaruhi Batoyan highlighted the use of the control mechanisms in the sphere. According to the deputy Sergey Bagratyan, the decent implementation of the proper medical service is of special attention. In this context a reference was made to the importance of having medical services adjacent to the cells of the arrestees and the detainees.

Arpine Sargsyan noted that the building condition are not so sufficient, and often the rooms of medical examination are compatible with the rooms for carrying out other actions.

The Deputy Chair of the NA Standing Committee on Defense and Security Armen Khachatryan positively assessed the proposing regulation.
