Parliament Begins Work of Fifth Session

On January 16, under the sounds of the RA anthem the opening of the fifth session of the NA eighth convocation was announced, and the parliament began the work of the regular sittings. The deputies approved the agendas of the session, as well as the regular sittings convened on January 16.

Before turning to the debate of the agenda items, the Secretary of the NA Armenia Faction Artsvik Minasyan inquired the NA President Alen Simonyan about the work of the Inter-Parliamentary Committee on Cooperation between the National Assembly of the Republic of Armenia and the National Assembly of the Artsakh Republic, asking him in what process are they, if any discussion is planned between the two parliaments. The NA President informed that meeting was planned on September 19 of the past year, but because of the incidents happened on September 13-14, that meeting was postponed, and at this moment there is no discussion with the colleagues of Artsakh on the created situation. Reacting to the NA President’s words, Artsvik Minasyan was interested in the possibilities of the meeting with the colleagues, and the answer was: “I don’t imagine your proposal of leaving there, how can we do it because of the closure of the Lachin Corridor. We can discuss, understand online, if our colleagues of Artsakh see such possibility, why not?”

The draft law of the Government on Making Addenda to the Law on Aviation was debated in the first reading.

As the key rapporteur, the Deputy RA Minister of Territorial Administration and Infrastructure Armen Simonyan informed, the power of rejecting to provide any right to the persons of an entity’s bad authority in the sphere of aviation to eliminate grave consequences for the security of other persons’ life, health or property, state or to avoid their cause was removed from the field of regulation of relation connected with the operation of the plane. According to the Deputy Minister, the necessity of making relevant amendments to the law is conditioned by observing the issues of security of other persons’ life, health or property, state as a most important demand in the process of providing a certificate for the plane operator in case of availability of the abovementioned bases, as well as having entity’s bad authority in the sphere of aviation, on the basis of which it will be possible to reject providing the right.

The NA Standing Committee on Economic Affairs endorsed the draft.
