Standing Committee on Economic Affairs Approves Drafts Debated in the Second Reading

On December 15, at the extraordinary sitting of the Standing Committee on Economic Affairs the deputies debated in the second reading and endorsed a number of legislative initiatives. The Deputy Chair of the Committee Babken Tunyan moderated the sitting.

The Government proposes amendments in the Tax Code for making more predictable the incomes of the communities. The RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan presented the issue. According to him, some specifications were made in the draft from the first to the second reading.

The RA Deputy Minister of Finance Arman Poghosyan presented the amendments to the law on State Duty and the enclosed ones. It was noted that in case of passing the package of drafts the amendments will enter into force from July 1, 2023.

As the Deputy Minister informed, the initiative was not changed from the first to the second reading, as proposals were not presented.

To Babken Tunyan’s question if the initiative will have a restraint impact on gambling, Arman Poghosyan noted that the policy of the Government is directed to depriving the citizens for this environment as much as possible.

The Government proposes to extend the term of the enforcement of the law on State Support of the Information Technology Sphere for one year from December 31, 2022 until December 31, 2023. The RA Deputy Minister of High-Tech Industry Davit Sahakyan said about this.

According to the rapporteur, the Ministries of Finance and Justice presented proposals from the first to the second reading, which were accepted.

The rapporteur emphasized the provision of the continuous development of the sphere, answered the deputies’ question related to providing tax privileges to the IT sphere.

According to the RA Deputy Minister of Finance Arman Poghosyan, during the period from the first to the second reading at the meeting held with the representatives of the Constructors’ Armenian Association and profile structures proposals were presented, which were accepted. The Government suggests not to spread the amendments on the border settlements.

Amendments of editorial character were made.
