Quality of Services Being Rendered by the State to be Increased with Proposing Amendments Reducing the Tax Administration

The aim of the package of draft laws is to raise the quality of the services being rendered by the state to the citizens of Armenia, at the same time reducing the tax administration and the means being spent on it. The Chairman of the RA State Revenue Committee (SRC) Rustam Badasyan said about this, presenting the draft law on Making Amendments and Addenda to the RA Tax Code and the package of the enclosed presented draft laws at the extraordinary sitting of the Standing Committee on Economic Affairs on December 15.

Distinct regulations of the electronic trade will be introduced by the draft. Rustam Badasyan presented that amendments, according to which the state budget revenues will increase. He noted that in case of the vehicle alienation deals between the physical entities’ state duty will be set. The key rapporteur mentioned about receiving information from the bank in electronic way or in written form, observed that the problems caused in practice will be solved, the tax discipline will be added, and in terms of administration more effective mechanism will work. He spoke about the problems connected with the accumulative pensions.

In response to Hovik Aghazaryan’s question on buying from the electronic platforms Rustam Badasyan noted that it has one year that the law on regulation of electronic services is in force, and in the first year already 1 billion AMD had been recruited for the electronic services.

The Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan inquired about the amount of the state duty in case of the vehicle alienation deals. Rustam Badasyan clarified that nothing had been changed on the amounts: the same regulation will work.

The key rapporteur presented additional clarifications, touching upon the formation of the cost value, the further sale and the amendments being made.

The deputy Armen Khachatryan referred to the vehicle alienation deals and noted that the only fair solution is the amendment being proposed, that is the state duty to be paid during the deal, and it does not require additions administration.

Rustam Badasyan also informed that draft was debated at the Standing Committee, and it was approved in the SRC and by the representatives of the professional community and the business sphere.

The package of draft laws was endorsed.
