Draft to Introduce New System of Transition from Compulsory Military Service to Contractual Military Service as Private and Non-Commissioned Officer

The amendments to the Law on Military Service and Serviceman’s Status are due to the need to increase the attractiveness and interest in the contractual military service in accordance with the Government’s Programme for 2021-2026, to create prerequisites for the development of contractual military service, and to introduce a procedure for the short-term compulsory military service as a private.

It is proposed to replace the system of compulsory military service as a private at the place and under the conditions specified by the Ministry of Defense, stipulated by the current law, with a new system of transition from the compulsory military service as privates and non-commissioned officers to the contractual military service.

The RA Deputy Minister of Defense Suren Papikyan noted that a new system - Defender of the Motherland project, will be introduced through the transition from the compulsory military service as privates and non-commissioned officers to the contractual military service.

Pursuant to one of the provisions, when contract servicemen are dismissed from the contractual military service prematurely on the basis of the expiration of the contract or being deemed unfit for the military service due to health conditions, an honorarium of 5 million AMD is calculated.

The RA Minister of Defense noted that no proposals were submitted on the bill after the first reading.

According to Suren Papikyan, the legislative initiative will become the basis and will be of a significant importance on the way to the implementation of reforms and the creation and establishment of a professional army.

In his co-report, the Deputy Chair of the NA Standing Committee on Defense and Security Armen Khachatryan emphasized the importance of the bill in order to solve problems in the field.

The Committee members mostly in favor of the adoption of the draft law.

The draft law on Making Amendments and Addenda to the Law on Military Service and Serviceman’s Status was debated and endorsed at the sitting of the NA Standing Committee on Defense and Security on December 1.
