Parliament Debates a Number of Drafts in Second Reading

The deputies debated in the second reading the legislative initiatives authored both by the Government and the deputies at the NA sitting on October 25.

The package of the bills on Making Amendments and Addenda to the Law on Geographical Indications and on Making Addenda to the Civil Code of the Republic of Armenia will designate the bodies exercising control over products with a geographical indication and the scope of their activities.

According to the new regulation, the technical uncertainty of choosing a taxation system when registering a business will disappear. Such an addendum is proposed to the Law on State Registration of Legal Entities, Separated Divisions of Legal Entities, Enterprises and Individual Entrepreneurs.

The draft law on Making Addendum and Amendment to the Law on State Duty proposes to set out a state duty of five times the base duty – 5.000 AMD, to issue a certificate for planting material.

The executive body revised the aims and principles of standardization, the articles defining the functions of the national standardization body and the management board. The draft made an addendum to the new Article - Technical Conditions. It was envisaged that the development, approval and cancellation of technical conditions are reserved to the legal entity and individual entrepreneur.

The draft law on Making Addendum to the Labor Code of the Republic of Armenia ensures the authorizing norm of the 2015 decision of the Government, which set additional payment for employees of the budgetary institutions that are not considered state and local self-government bodies for working in mountainous areas.

The draft law on Making Addenda and Amendments to the law on Anti-Corruption Committee proposes to create legal basis for the Anti-Corruption Committee to have deposit account afterwards.

An addendum is proposed to the Law on Structure and Activities of the Government. The Ministries will monitor and evaluate the Government's policy in the relevant spheres.

Details were presented about the draft laws on Making Addendum and Amendment to the Law on Waste and on Making Amendments and Addenda to the RA Code on Administrative Offenses.

Liability will be imposed for the acceptance of transportation with false travel documents on the flight operated by the carrier, for the acceptance of transportation in violation of the requirements of international medical and sanitary rules and related provisions, as well as for ensuring the safety and care of passengers from the moment of leaving the plane at the landing airport to the time of crossing the state border of the country. The package of draft laws on Making Addenda to the Law on Aviation and on Making Addendum to the Code of the Republic of Armenia on Administrative Offenses were debated.

Addenda and amendment were proposed to the Code of the Republic of Armenia on Administrative Offenses. Administrative responsibility will be imposed for not opening a bank account in order to pay mandatory and other payments defined by the Law on Management of Blocks of Flats in a non-cash manner.

The draft law on Making Addenda to the Law on Local Self-Government was debated. It is proposed to delegate the powers of amending and adding the acts, which preserved their legal force, adopted by the regional, city, township and village councils and their executive bodies, as well as recognizing them as invalid, to the heads of communities.

The Government is given the authority to adopt normative legal acts in the field of safe utilization of atomic energy. Details were presented on the bill on Making Addenda to the Law on Safe Utilization of Atomic Energy for Peaceful Purposes.

The package of the bills on Making Addenda to the Law on Budget System of the Republic of Armenia and on Making Addenda to the RA Law on Treasury System was debated. Having a stabilization account will be stipulated by law, and the criteria for how the stabilization account should be replenished and used will be defined in the budget system. It will be within 1-2% of the GDP.

The Government is reviewing the procedure for providing care allowance . A c are allowance will be assigned to a parent who is registered at the address of the place of residence in the Republic of Armenia and takes care of a child up to 2 years old, regardless of the place of registration and the fact of being an employee. The law will apply to the cases where the child was born on or after January 1, 2023. The amount of care allowance will be determined by the Government. Addenda and amendments were proposed to the Law of the Republic of Armenia on State Benefits.

New regulations proposed in the Law on Organization and Conduct of Inspections in the Republic of Armenia authored by the deputies Heriknaz Tigranyan and Narek Zeynalyan were debated. The Health and Labor Inspection body will no longer have a legal obligation to notify to the economic entity within a three-day period when carrying out inspections aimed at discovering the hidden labor.

The written consent will be a necessary condition during medical intervention for the cases determined by the authorized body. Details of the addendum to the Law on Medical Aid and Service for Population authored by the deputies of the NA Civil Contract Faction Narek Zeynalyan and Emma Palyan were presented.

S tudents of educational institutions implementing a special program will be provided with textbooks at the expense of state funds. The draft law on Making Amendments and Addenda to the Law on Education authored by the MP Zaruhi Batoyan was debated.

The draft law on Making Amendments and Addendum to the Law on Audiovisual Media authored by Zaruhi Batoyan and the regulations of the package of the related drafts were presented. If the law is adopted, legal foundations will be created in order to expand the volume of programs broadcast in Armenian sign language and (or) with subtitles, additional obligations will be imposed on public broadcasters, the concept “sign language” will be defined by law.
