The legislative amendment on Making Addenda to the Law on Local Self-Government proposes to delegate the heads of the communities to amend and add the acts adopted by the regional, city, districts of the cities, town and rural councils and their executive bodies and preserved their legal force, as well as recognizing the authorities invalid.

According to the key rapporteur, the RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan, during the period from the first to the second reading proposals were presented: the bill remained unchanged.

The draft law was debated at the sitting of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment on October 19.

The Vice Chairman of the RA Urban Development Committee Davit Grigoryan presented for debate in the second reading the addenda and the amendment being proposed in the Code on Administrative Offences .

To make compulsory and other payments in non-cash way established by law on management of Blocks of Flats administrative responsibility will be designed for not opening a bank account.

Davit Grigoryan clarified that there are cases, when the condominium supplying 500 buildings opened one banking account for all buildings. According to him, it is unacceptable. In case of not opening a separate account a fine will be appointed for the first time in the amount of ten-fold established minimum salary, and during one month in case of repeating the same action it will be doubled.

To prevent the harmful influence of the operating landfills on the RA environment a demand of implementing monitoring of landfills is set. A responsibility means will be set on the territory of the landfill in case of not implementing monitoring with the order established by the Government. The authority of the use of the responsibility means is reserved towards the implementation of legislation of the environment to the implementing control inspectorate. The provision on the use of the responsibility means will enter into force from January 1, 2024.

In the non-established and non-designed places for littering the authority of applying the responsibility means will also be reserved to the RA Police.

The executive body proposes these regulations to the law on Wastes and to the Code on Administrative Offences. The RA Deputy Head of Police Ara Fidanyan presented the amendments in the second reading.

The debated issues were endorsed by the Committee.

The debate of the package of the draft laws on Amendments and Addenda in the Code on Administrative Offences was postponed up to two-month term by the author’s proposal.
