Davit Khachatryan: In the near future, a care allowance will be assigned to a parent who is registered at the address of the place of residence in the Republic of Armenia and takes care of a child up to 2 years old, regardless of the place of registration and the fact of being an employee

According to the RA Deputy Minister of Labor and Social Affairs Davit Khachatryan, it is proposed to assign a care allowance to a parent who is registered at the address of the place of residence in the Republic of Armenia and takes care of a child up to 2 years old, regardless of the place of registration and the fact of being an employee.

On September 27, the draft law on Making Addenda and Amendments to the RA Law on State Benefits authored by the Government was debated in the first reading at the sitting of the NA Standing Committee on Labor and Social Affairs.

The law will apply to the cases where the child was born on or after January 1, 2023. Moreover, the current legal regulations for employees and rural parents will apply if the child was born before January 1, 2023, and in case of a rural parent, also if the application was submitted before December 31, 2023.

Maintaining the basic conditions and terms for granting the right to the care allowance defined by the current regulations, the draft also proposes to review the other conditions for exercising the right to the care allowance, not connecting them with dismissal or change of the place of residence.

The legislative initiative stems from the Government Programme and is aimed at ensuring a stable increase in the birth rate.

The RA Deputy Minister of Labor and Social Affairs Davit Khachatryan assured that all rural and urban parents will receive this care allowance.

The Deputy Minister also noted that no written proposals were presented. Oral proposals will be jointly debated.

About 17.6 billion AMD was allocated in the state budget for this allowance.

As a result of the debate, the draft was endorsed.
