ESCS Ministry Implemented 21 Budget Programmes with 196 Measures in 2021

The Ministry of Education, Science, Culture and Sports (ESCS) implemented 21 budget programmes with 196 measures in 2021. In general, 174.8 billion AMD was spent, ensuring 97.7% for 95% of a planned indicator in 2020. The ESCS Minister Vahram Dumanyan informed about this at the NA regular sitting convened on June 15.

In his speech, the Minister presented the work carried out in the spheres in detail.

Despite the difficulties caused by the pandemic and the war, the Ministry has continued to work in all spheres under its coordination. The main reforms in the field of education has continued, the aim of which is to increase the quality of education.

Work has been done to improve the legal field, in particular, in the sphere of general education.

Work has been done to fill the field of science with young staff. From the beginning of January 1 of the current year, the salaries of the scientific staff included in the basic financing programme of scientific and scientific-technical activities are gradually increasing and will reach comparable values in the state system throughout the republic.

In order to develop Armenology abroad, teaching of the Armenian language and Armenological subjects has been organized in 11 universities of 9 states. Such work was done in 6 universities of 4 states in 2020.

In the reporting year, the work aimed at the preservation and popularization of cultural values, the restoration of cultural heritage continued.

The fund of state museums was replenished with more than 10 thousand units of museum items.

Capital investments of about 701.4 million were made, aimed at the preservation of 26 objects in the field of cultural institutions and historical and cultural heritage, the modernization of material-technical and property base.

The planned porgrammes in the sphere of physical training and sport were also implemented.

The deputy Hakob Aslanyan inquired about the increase in the salaries of school directors. In response to the question, Vahram Dumanyan noted: “Honestly, I do not know why the directors raise such a question about the directors. I think we should first talk about the teachers’ salaries and also consider the director as a teacher. We know what drastic changes were made to the teachers’ salaries. If the director first considers himself/herself a teacher, then he/she will receive a relatively higher and more decent salary than he/she receives now. There is one condition for that. You must be a high-quality teacher,” particularly said the Minister, offering the directors to be fully involved in educational and training processes.
