Initiatives Regulating a Number of Spheres Debated in the Second Reading

At June 14 sitting, the National Assembly debated a number of drafts in the second reading.

During certain administrative proceedings with functioning regulations the citizen has the right to be informed and take part in the administrative proceedings on his/her part, and without his/her presence the process cannot take place. A number of legal and natural persons try not to be notified. The NA deputy Gevorg Papoyan voiced about this while presenting the bill on Making Amendments and Addenda to the law on Administration Bases and Administrative Proceedings in the second reading authored by him and Mikayel Tumasyan.

It is proposed to the physical and natural persons to post the given notification at the same time with notifying by the established order on the official internet website of the RA public notifications. On the calendar fifth day following the day of posting the notification the person will be considered decently notified. Gevorg Papoyan also informed that after the first reading an amendment referring to the legal technique after the first reading. The regulation being proposed in the first reading related to the phase of suing administrative proceedings. As a result of amendment the regulations will relate not only to the phase, but also to the procedure and the final phases.

Artak Davtyan voiced about the endorsement of the NA Standing Committee on State and Legal Affairs, noting that the legislation in force has a problem of notification. The proposing regulations will refer to the persons who don’t postal notification.

According to the RA Deputy Minister of Justice Yeranuhi Tumanyants, in case of the adoption of the draft decrease of the expenditures can also be designed in the state or local government budgets.

As the NA deputy Armen Khachatryan has assessed, it is not possible to have improved notification system through postal service. According to him, state and citizen relations shall be electronic.

The bills on Making Amendments to the RA Penitentiary Code , to the law on Prosecutor’s Office, on Making Addendum to the law on Drugs and Psychotropic Substances and the packages of the enclosed presented bills authored by the Government, the bills on Amending the RA Civil Code authored by the deputy Gevorg Papoyan, on Making Amendments and Addenda to the Constitutional Law the Rules of Procedure of the National Assembly , on Making Addenda to the Tax Code were debated in the second reading.
