The state and local self-government bodies and officials are authorized to carry out actions for which they are authorized by the Constitution or laws. In the laws in force a need of providing certain authorized norms emerged, hence certain editorial proposals were presented for passing the sub-legislative acts and providing at best the use of the laws. The RA Deputy Minister of Labor and Social Affairs Tatevik Stepanyan said about this at June 8 extraordinary sitting of the NA Standing Committee on Labor and Social Affairs.

At the sitting of the Committee the package of draft laws on Making Amendments and Addenda to the Law on Rights of the Persons with Disabilities was discussed.

The amendment refers to the care of the persons with disabilities and rendering social-recovery services, according to which, the certificates should be introduced in the third quarter of 2024. The necessary addenda to were made for working out and presenting the order. Amendments were made in the orders of approving the state certificates of Means of Support, as well as the minimum criteria being provided without state certificate.

Authority and basis for creating Centres for Independent Living were set to be able creating community-based services in the very communities. The ‘personal assistance’ notion was specified.

According to the key rapporteur, the model of the medical-social examination will be transformed, the person’s functionality system assessment will be introduced, hence appropriate amendments were presented for having necessary toolkit.

The package of draft laws was proposed to debate in 24-hour regime.

The Committee endorsed the package of draft laws.
