State Budget Execution for 2021 of the Ministry of Emergency Situations and Police are Discussed

On May 31, at the joint sitting of the Standing Committees on Defense and Security and on Financial-Credit and Budgetary Affairs the state budget execution for 2021 of the Ministry of Emergency Situations and Police was discussed.

The RA Minister of Finance Tigran Khachatryan informed that during the year 2021, six programmes were carried out, as a result of the programmes totally factually implemented, 14bln 402mln 429.000 AMD performance.

During the year 2021, two programmes, 18 events were carried out, the sum of the factually implemented expenditures was 65bln 463mln AMD.

“The Ministry of Emergency Situations provided 99.4% performance,” the Minister Armen Pambukhchyan said, presenting the annual report on the execution of the state budget execution for 2021.

Speaking about the disadvantages, the Minister particularly touched upon the measures ensuring security of Nairit Plant CJSC and Safe Preservation of the Chemical Substances and Devices available in the technological systems, containers and devices of Nairit Plant CJSC. According to him, the reason of the disadvantages is not submitting relevant documents on some expenditures by the plant.

Complete analysis of the data being received from seismological network was done. The data of the geo-physical block and geochemical observatories were collected and analyzed for the assessment of the current seismic danger of the territories of the Republic of Armenia and the Artsakh Republic. Study of seismic anomalies statistics was carried out.

The Minister also presented the work done in the sphere Crisis Management Study, spoke about the recruitment, analysis of the disaster risks, data, the disclosure of the disaster risks and the assessment system phase, as well as experimental investments of the landslide disaster management united system.

Answering to the deputies’ question, Armen Pambukhchyan especially referred to the qualitative changes made in the rescue service works in Syunik Marz, the issues regarding the replenishing the jobs and relevant technique in Meghri community service.

Presenting the state budget execution for 2021, the Deputy Head of the RA police Vardan Movsisyan noted: “Due to the undertaken measures, the operative situation was controlled, the public stable order and security was maintained, at the same time taking prior measures designed by the strategies and programmes of the reforms.”

According to him, the growth of allocations on capital expenditures is mainly conditioned by the circumstances of property, equipment, transport means for the creation of the Patrol Service and Operative Management Centre and the capital repairing, building of the constructions.

In the reporting year, the total number of the crimes registered in the Republic has grown by 14.3 percent.

950 cases of corruption crime were disclosed, 42.4% out of them – by the police.

At the joint sitting of the Standing Committees the issues referring to the defense, national security and state reserves were discussed in closed format.
