RA Prosecutor General: Increase in crime detection rates was registered in 2021

“30.245 cases of crime were recorded in the republic in 2021. It is 14.3% or 3077 more crimes than the previous year,” the RA Prosecutor General Artur Davtyan noted, presenting the annual report on the activities of the RA Prosecutor General’s Office for 2021.

The simplest analysis shows two main reasons for the increase in the absolute number of crimes in recent years. The first is the criminalization of many new, especially minor or medium-serious acts, and the second is the improvement of the work on the official detection of crimes. The absolute majority of 30.245 cases recorded in the reporting year or 84.1% are minor or medium-serious crimes.

Particularly grave crimes accounted for 1.2% of the total number of crimes, and grave crimes – 14.7%. Moreover, as a rule, the average annual rate expressing the number of grave and particularly grave crimes among the total number of general crimes has decreased geometrically.

During 2011-2021, the study of the structure of crime showed that the annual average rate of grave and particularly grave crimes among the total number of general crimes was 18.1% per year, while in 2021, grave and particularly grave crimes accounted for only 15.9% of all crimes, about 2.2% less.

According to the crime rates of the reporting year, there are 1020 cases of crime per 100.000 inhabitants in our country.

The Prosecutor General noted that with this rate Armenia provides a visible positive image. According to the data published by the Independent International Organization, Armenia ranks tenth in the crime rate in 2022, 22.79 cases ahead of all CIS countries, as well as most European countries. Thus, Denmark is in the 20th place, Finland – in the 23rd place, Germany – in the 42nd place, Russia – in the 51st place.

Artur Davtyan noted that along with the increase in crimes, an increase in the crime detection rate was registered in 2021. The detection rate was 57.7% in the reporting year, compared to 55.7% in the previous year.

“It should be stated that 3830 more crimes were solved than last year. However, we have disturbing dynamics of certain crimes, the first of which is 10% or 20% increase in crimes against humanity, attempted murders -7% or 18%. The movement of this and other types of crimes that have increased is always in the center of attention of the Prosecutor General’s Office. As a result of regular analyses and studies, all necessary measures are taken to prevent crimes together with other relevant bodies.

Referring to the data of the first three months of 2022, he noted that there was a 45% decrease in the number of homicides, 33% in attempted murders, 13% in burglaries, 18% in road traffic deaths.

The Prosecutor General also referred to drug trafficking, considered important the general fight against it. The number of drug seizures increased in 2021.

Artur Davtyan also highlighted international cooperation, especially the cooperation with the relevant body of the Russian Federation.

The RA Prosecutor General answered the deputies’ questions, which related to the detection and prevention of crimes, illicit drug trafficking and other problems.

The deputies gave speeches at the last sitting of the day.
