An Opportunity to Be Created for Exporting Planting Substances by New Draft Law

The planting substance produced in Armenia has never been certified conditioned by the absence of the legislation on certification of the planting material.

In recent years a demand emerged for the planting substance certification legislation in our country. We’ll attach importance to local planting production besides seed breeding and seed production for the effective development of the agriculture. It can guarantee not only the increase of the territories of the fruit-berry gardens, but also will give opportunity for the export of the planting substance.

By the proposal of the international counterparts, the UN, the Food and Agriculture Organization (FAO) and by the studies of the Government an amendment is made The RA Deputy Minister of Economy Tigran Gabrielyan said about that at April 27 sitting of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection.

The speaker presented for debate in the first reading the package of bills on Seeds and Planting Substance, on Making Addenda and Amendments to the RA Code on Administrative Offences and on Making Addendum to the Law on Organization and Holding of the RA Checks.

The introduction of the planting substance certification system is one of the main directions ensuring the economic development of the agriculture sphere in the republic and is a measure designed by the strategy of the Government for 2020-2030, and its aim to increase the intensive gardens every year by about 1000 hectares,” the Deputy Minister underlined.

A need of the adoption of the RA draft law on Making Addenda and Amendments to the law on State Duty was presented on the basis of the proposal of the Ministry of Finance, by which state duty will be set for providing planting substance certification. The draft law was submitted to the RA Ministry of Justice.

The initiative was approved by the Committee.
