Standing Committee on Labor and Social Affairs Debates Bill on Large Families

On January 11, the RA NA Standing Committee on Labor and Social Affairs moderated by Heriknaz Tigranyan convened the regular sitting.

The Committee debated the draft law on Large Families authored by the RA NA Armenia Faction.

The key rapporteur Tadevos Avetisyan has informed that since 2000 the number of the large families has decreased, and in those families the average level is almost twice as high.

Presenting the proposing regulations in detail, the key rapporteur noted that the notion ‘large family,’ the main goals, directions, types and conditions of providing support were set out.

The relations connected with giving, rejecting and stopping status of the large family will also be regulated with the proposing addenda. As the key rapporteur has recorded, the compulsory medical insurance of the members of the large family that have turned 18 years is an important and new approach.

The key rapporteur, the RA Deputy Minister of Labor and Social Affairs Davit Khachatryan presented the programmes of support to the large families being implemented and designed at present by the Government and touched upon the statistics of the demographic policy.

He has informed that the Ministry has put into circulation the revised version of the draft law on Large Families, which is posted on the united website of issuing the e-draft legal acts draft laws, and will be submitted to parliament after being approved by the Government in the established order.

Public debates were held on the draft laws, there numerous proposals and observation, which were localized. According to Davit Khachatryan, the targeting that were in the draft law under debate at present, in some cases coincide with the draft law submitted by the Government.

The Committee members exchanged ideas on the issues of strategic steps, the children’s care and combining the work, the care services, the care allowance system, the investment of parenting school models and demographic policy strategy aimed at the improvement of the large family support, social guarantees and demographic situation.

Regarding the legal regulations of the draft law, Heriknaz Tigranyan has noted that to pass the draft law as it is problematic for legally using practice in the future. In her opinion, the draft law shall pass final revision.

The draft law was not endorsed.

The debates of the package of the draft law on Making Addenda to the law on State Pensions authored by the RA NA Armenia Faction and the enclosed submitted laws, the bill on Making Addenda to the law on State Pensions authored by the deputy Aghvan Vardanyan and the package of the draft law on Making Addenda to the law on State Pensions and the enclosed submitted ones included in the agenda of the sitting were postponed.
