Summary of Works of Standing Committees of National Assembly of Seventh Convocation: Standing Committee on Protection of Human Rights and Public Affairs

Human Rights, religion, legal equity of women and men, national minorities, NGOs: these are the main directions of the activity of the NA Standing Committee on Protection of Human Rights and Public Affairs.

In 2019 the Committee held 10 sittings, in 2020 – 11, and in 2021 – 5 sittings. In general, 26 regular and extraordinary sittings were held. 13 draft laws were passed, 11 out of them are authored by the Government, and two of them by the Government. 3 annual reports and programmes of the Human Rights Defender were debated.

During the activity of the parliament of the seventh convocation numerous working meetings and discussions were held, the citizens’ raised questions were studied and sent to the authorized bodies. More than 1000 letters and application-complaints were received.

The Committee worked overloaded: amendments and addenda were made to a number of laws, particularly, to the laws on the Repressed, on the People’s Trafficking and Identification and Support of the Persons Subjected to Exploitation, on the NGOs, on Advocacy and on Holidays and Memorial Days. A series of legislative solutions were made conditioned by the post-war situation.

The Committee closely cooperated with a number of state structures, as a result of which many problems were solved.

The regular visits to the criminal-procedural institutions were at the core of the Committee’s works. At the detention centres the MPs have followed the procedure of the fulfillment of the demands aimed at the protection of human rights, which are stipulated by the international conventions and the legislation of Armenia. The cooperation of the Committee with the staff of Armenia’s Ombudsman is laid on firm bases. The joint work with the Artsakh HRD and the representation of Armenia in the ECHR has been effective.
