At NA Standing Committees Report of State Budget Execution for 2020 Debated

On June 7, at the joint sitting of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment and on Financial-Credit and Budgetary Affairs moderated by Vahe Ghalumyan and Artak Manukyan the execution reports of the financial allocations and programmes designed for the agriculture and environment during 2020 were debated.

The RA Acting Minister of Finance Atom Janjughazyan, the RA Acting Minister of Environment Romanos Petrosyan and RA Deputy Minister of Economy Tigran Gabrielyan presented the financial allocations and the execution of the programmes of the previous year.

The activities of the Ministry of Environment had been directed to the provision of the implementation of the environment sphere events. In the framework of the five programmes the Ministry spent 6.15bln AMD for implementing 30 events, and the execution was about 81%. During the financial year the allocations without international monetary programmes were implemented by 90.5%, the factual expenditure was 5bln 421mln AMD.

In 2020, in the sphere of agriculture 15.2bln AMD was allocated by the specified programme for implementing 48 events in the framework of 8 programmes: 11.5bln AMD was spent, the execution was 76%.

The attendees also touched upon the efficiency of a number of agricultural programmes being implemented with the state support. The drip irrigation or hail protector network programmes were considered non-effective.

The Deputy Minister Tigran Gabrielyan has clarified that the state provides credits to the entities for the grapes procurement, in order to have more accessible procurement for grapes for buying grapes. The Deputy Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Artak Manukyan highlighted the factor of queue system investing for regulating the grapes procurement process.
