At Extraordinary Sitting Deputies Pass Debated Items in Second Reading

On June 4, the parliament continued the works of the extraordinary sitting.

The MPs debated in the second reading the draft law on Making Amendments and Addenda to the RA Tax Code authored by the Government. The RA Deputy Minister of Finance Arman Poghosyan noted that no proposal was made on the initiative from the first to the second reading.

The member of the RA NA Standing (Head) Committee on Economic Affairs Gevorg Papoyan presented the endorsement. According to him, not only the business is the key for the regulations of the draft law, but the RA citizens, who will buy in the newly constructed buildings. The MP called on his colleagues to vote for it.

The addendum being proposed to the RA Tax Code presented by the Deputy Chair of the RA State Revenue Committee Artur Manukyan was debated in the second reading. After the first reading no proposal was submitted on the initiative.

The Deputy Chair of the RA NA Standing (Head) Committee on Economic Affairs Hovik Aghazaryan presented the endorsement. Emphasizing the urgency of the initiative adoption, he called on his colleagues to vote for it. The RA Deputy Minister Suren Grigoryan presented for debate in the second reading the legislative package on Amending the RA Land Code, on Making Addenda to the Law on State Property Management and on Making Addendum to the Law on Property Alienation for Eminent Domain.

The member of the RA NA Standing (Head) Committee on State and Legal Affairs Artur Davtyan presented the endorsement.

The RA Deputy Minister of Territorial Administration and Infrastructure Hakob Vardanyan presented the package of the draft laws on Amending the Law on Energy Saving and Renewable Energy and on Making Amendments and Addenda to the Law on Energy authored by the Government and the NA deputy Artashes Petrosyan. He noted that after the first reading the Government presented amendments. It was proposed to give opportunity the person refusing from the compulsory purchase guarantee to get license and construct stations with renewable energy resource. The Government also proposed them to increase the consumption of the sovereign energy producers’ all points by 50kw, making it 1050kw.

In her co-report Tsovinar Vardanyan informed that the NA Standing Committee on Economic Affairs endorsed the initiative.

The draft law on Making Amendments and Addenda on Human Reproductive Health and Reproductive Rights authored by the Government was debated for passing it in the second reading completely. The RA Acting Minister of Health Anahit Avanesyan, presenting the main amendments, noted that the deputy Narek Zeynalyan introduced a proposal from the first to the second reading.

The member of the NA Standing (Head) Committee on Health Care and Social Affairs Vanik Ohanyan presented the endorsement of the Committee.

As Anahit Avanesyan presented, the deputies debated in the second reading the bill on Amending the Law on Medical Aid and Service of the Population.

The member of the NA Standing (Head) Committee on Health Care and Social Affairs Lusine Badalyan introduced the endorsement of the Committee.

Afterwards voting took place. The MPs passed all debated items in the second reading.

Covering the agenda, the parliament ended the works of the extraordinary sitting convened on June 3.
