Budget Allocations and Performance Indices of RA Police and MES During 2020 Debated

At June 1 joint sitting of the RA NA Standing Committee on Defense and Security and the NA Standing Committee on Financial-Credit and Budgetary Affairs, the performances of the RA Police and the MES envisaged by the annual report on the Execution of the RA 2020 State Budget were debated.

As the RA Acting Minister of Finance Atom Janjughazyan informed, it was envisaged by the budget of 2020 to use 15.2bln AMD with the initial programme for the RA Ministry of Emergency Situations. During the year, the program was specified, making 14.6bln AMD, for which 98.3% performance was registered. The Ministry was responsible for implementing 7 programmes, in the framework of which 15 measures were outlined. The majority of the allocated funds, about 78% or 11.2bln AMD was directed to the financing of the Rescue Service. 1bln 96mln AMD was used to maintain the staff of the department.

Janjughazyan noted that it was planned to allocate 65.3bln AMD to the RA Police with the initial programme in the reporting year. During the year, the programme was specified, making 65bln AMD, for which the performance was 98.2%. The Police was responsible for 6 programmes: the issuance of passports and visas, maintenance of a unified system of the state population register, the provision of health care for police officers and their family members and education services of the police. 3.7bln AMD was spent with the programme Ensuring Public Safety. During 2020, 9.78 bln AMD was used for the maintenance of the police staff.

The Acting Minister of Emergency Situations Andranik Piloyan and the RA Deputy Head of Police Ara Fidanyan presented the programmes and the performance indicators implemented by the structures headed by them.

The deputies raised the questions on building and furnishing asylums and updating the technical base of the seismic service.

Andranik Piloyan has informed that they effectively cooperate with the Urban Development Committee in solving the problem of asylums in the designed building constrictions. According to him, the Seismic Protection Territorial Service SNCO is one of the best in the region both in terms of technical equipment and staff training.

Ara Fidanyan assured that although the police had an overloaded agenda during 2020, nevertheless large-scale and various works were carried out to curb the growth in crime, control the operative situation, maintain public order and security, as well as implement reforms.

The performance of the RA defense sphere of the annual report on the Execution of the RA 2020 State Budget was debated in the closed session.
