Government Proposes to Grant Pardon to Persons Who Evaded Regular Conscription of Compulsory Military or Alternative Service, Training Camp or Mobilization Conscription

At April 29 sitting of the RA NA Standing Committee on Defense and Security, the draft law on Granting Pardon to Persons Who Evaded Regular Conscription of Compulsory Military or Alternative Service, Training Camp or Mobilization Conscription was debated.

The RA Deputy Minister of Justice Armen Hovhannisyan has noted that the law regulates the relations referred to granting pardon to male citizens who are 27-year-old privates and 35-year-old reserve officers who has evaded compulsory military or alternative service until 26 September 2020 including, as well as the announced training camp and mobilization conscription and who are suspected, accused or convicted of committing a crime pursuant to Article 327.1 of the RA Criminal Code.

It has been envisaged not to grant pardon to the persons who can be accused, are accused or convicted under rules of combination of crimes or convictions by another Article of the RA Criminal Code.

As a result of the adoption of the bill, the pardon will be granted. The male citizens who are suspected, accused or convicted of committing such crimes envisaged by the RA Criminal Code will be released from criminal liability or the initiation of a criminal case will be rejected, or the initiated criminal case will be terminated, or the criminal prosecution will be stopped. The persons who are released on parole and are on probation will not be controlled.

It has been stated that about 5131 persons are on the lookout.

The Chair of the Standing Committee Andranik Kocharyan has informed that the Government has considered the draft law urgent and will propose the NA to debate it 24 hours during the regular sittings.

The Committee members endorsed the draft law.
