Refusals on Unforeseen Basis to be Excluded

At April 16 sitting, Nikolay Baghdasaryan presented the package of the draft laws on Making Amendments and Addenda to the RA Law on Urban Development authored by the RA NA Deputies Nikolay Baghdasaryan, Narek Ghahramanyan, Viktor Yengibaryan, Hayk Tsirunyan and Hovik Aghazaryan and on the presented enclosed laws in the first reading for debate in Parliament.

The draft law proposes to provide baseline data instead of technical conditions for medium-risk level sites and above medium-risk level sites which will not lead to additional work by supplier companies.

As a result of it, t he refusal on the basis of the developers’ bids not provided by the law, the provision of unfavorable baseline data and technical conditions and also the omission of deadlines set out by the Government will be excluded .

Nikolay Baghdasaryan noted that numerous meetings took place, work discussions with concerned organizations and a number of written proposals were received in connection with the draft law.

The co-rapporteur, the member of the NA Standing Committee on Economic Affairs Hripsime Grigoryan referred to the architectural planning project which is the complete information on the restrictions and carrying out a construction in the given area. According to Hripsime Grigoryan, the information should be in digital domain in future. The documents of all urban development projects should be completely public and a developer will have an opportunity to access the community website and get acquainted with the information. The amendment of the law is aimed at creating more favorable conditions for a developer to receive an architectural planning reference.

The Deputy Chairman of the RA Urban Development Committee Davit Grigoryan presented clarifications on the phrase “baseline data,” noting that it will help to escalate the process of receiving an architectural planning task.
