Legislative Draft Laws on Judicial System Debated

On January 14, the RA NA Standing Committee on State and Legal Affairs moderated by Vladimir Vardanyan continued the work of the sitting.

The Acting Head of the Civil Service Office of the RA Prime Minister’s Staff Vache Kalashyan presented the draft law on Amending the Law on Public Council authored by the Government.

The co-rapporteur deputy Vahagn Hovakimyan proposed to vote for the draft law, and it was endorsed.

The RA Deputy Minister of Justice Kristinne Grigoryan presented the draft law on Ratifying the Optional Protocol to the International Covenant on the Civil and the Political Rights Aiming at the Abolition of the Death Penalty, which was signed on 15 December 1989.

The co-rapporteur Vladimir Vardanyan has underlined that the death penalty as a kind of punishment, cannot exist in the civilized world. According to him, during the war the execution of the extrajudicial punishment is inadmissible and condemnable. It is observed as a military crime and rough violation of international law. Regarding the events of Hadrut, the rapporteur considered the actions carried out by the power of Azerbaijan an execution of extrajudicial capital punishment, in relation to which the Armenian side had begun relevant legal processes. Vladimir Vardanyan called on the MPs to vote for the draft law, and it was endorsed.

The Committee debated in the second reading the draft law on Making Addenda and Amendments to the RA Law on Corruption Prevention Commission authored by the RA NA deputies Nazeli Baghdasaryan and Heriknaz Tigranyan. Briefly presenting the proposing amendments, Nazeli Baghdasaryan informed that recommendations were received from Human Rights Defender Office and the Government during the period from the first to the second reading, and they were accepted.

The draft law on Making Amendments and Addenda to the RA Criminal Procedure Code authored by the RA NA deputies Nikolay Baghdasaryan and Sergey Atomyan was also debat ed in the second reading.

The key rapporteur Nikolay Baghdasaryan noted that recommendations of technical character had been received during the period from the first to the second reading, and they were accepted.

The co-rapporteur Anna Karapetyan proposed to vote for the draft law.

The debate of the draft law on Making Amendment and Addenda to the RA Criminal Procedure Code and the enclosed presented draft laws were postponed up to two months.

The Committee considered in the second reading the draft law on Amending the Constitutional Law the RA Judicial Code authored by the RA NA deputies Vladimir Vardanyan, Anna Karapetyan, Hovhannes Hovhannisyan, Viktor Yengibaryan, Arpine Davoyan, Kristine Poghosyan and Vahagn Hovakimyan.

The co-rapporteur Sergey Atomyan proposed to vote for the draft law.

The revised legislative draft laws were endorsed.

The Committee endorsed the draft law on Ratifying the RA Official Documents with Apostille Debated on the Previous Day and Postponed for Revision on the Basis of the Recommendations and the packages on Making Amendments and Addenda to the RA Law on State Registration of Legal Persons, the State Accounting of the Legal Persons’ Separated Sub-Units, Institutions and Individual Entrepreneurs, on Registration of the Civil Status Acts and the enclosed presented draft laws.

Covering the agenda the Committee ended the work.
