On July 8, on the RA NA deputies’ initiative an extraordinary session of the National Assembly was convened by the initiator’s established agenda.
The parliament passed the NA draft decision on special procedure of the agenda items’ debate, according to which, the debate of a number of agenda items in the second reading would be organized in the first reading after passing them within 24 hours.
The National Assembly debated the item of the election of the member of the RA State Commission for the Protection of Economic Competition (SCPEC). The RA Government proposed Karen Sedrakyan’s candidacy in that post.
The candidate presented the brief report of one-year activity of the Commission. He also spoke about the SCPEC further activities and touched upon his visions of improving it.
The MPs’ voiced questions related particularly the increase in price of the mask and the fluctuation of the liquid gas price. The candidate has informed that the Commission makes studies on the mentioned items, and he will give clarifications after its end.
In his speech the RA NA deputy Gevorg Papoyan proposed to regularly present to the public a report on the SCPEC activities.
The Chair of the RA NA Accounting Committee Vahagn Hovakimyan informed that the election of the member of the RA State Commission for the Protection of Economic Competition would be held on July 8 from 12:00 to 13:10.
Afterwards the parliament debated in the first reading the legislative package on Making Amendments and Addenda to the Code on the RA Lithosphere authored by the Government.
The Chair of the RA NA Standing Committee on State and Legal Affairs Vladimir Vardanyan introduced the viewpoint of the RA NA My Step Faction. Touching upon the importance of the package of the draft laws, the speaker has noted that an attempt is made by that to modernize the mechanisms in the sphere of mine operation.
In her final speech the RA Deputy Minister of Territorial Administration and Infrastructure Lilia Shushanyan answered to the MPs’ questions and gave clarifications to them
The Head of Inspection Bodies’ Coordination Bureau of the Prime Minister’s Staff Artur Asoyan presented to debate before parliament the draft law on Making Amendments and Addenda to the RA Law on Automobile Roads and the enclosed ones.
The MPs’ questions related to the profile activities of the Inspection Bodies.
Then the parliament debated the package of the draft laws on Making Amendments and Addenda to the RA Law on Amending the RA Law on State Allowances and on Making Amendments and Addenda to the RA Law on Temporary Invalidity and Maternity Allowances, presented by the RA Deputy Minister of Labor and Social Affairs Smbat Saiyan.
The questions addressed to the key speaker referred to the reforms of the social policy, the bases of the family allowance appointment and the exclusion of the shadow activity.
The Chair of the RA NA Accounting Committee of the seventh convocation of the RA National Assembly Vahagn Hovakimyan presented the results of the election of the member of the RA State Commission for the Protection of Economic Competition. 86 MPs took part in voting, and Karen Sedrakyan was elected in the post of the SCPEC member with 80 for and 6 against votes.
The parliament debated in the second reading the draft law on Making Addenda to the RA Criminal Procedure Code, the package of draft laws on Making Amendments and Addendum to the RA Administrative Procedure Code and on Red-Tape Bases and Administrative Procedure.
The key speaker Vladimir Vardanyan presented for the parliamentarians’ debate the draft law on Making Addendum and Amendment to the Law on Prosecutor’s Office authored by the RA NA deputies Vladimir Vardanyan and Anna Karapetyan.
The co-speaker, the Deputy Minister of Justice Srbuhi Galyan has noted that the Government is unequivocally for the draft law.
The parliament debated the draft law on Making Addenda to the RA Administrative Procedure Code authored by the RA NA deputies Artur Davtyan, Vladimir Vardanyan, Anna Karapetyan.
The co-speaker, the member of the RA NA Standing Committee on State and Legal Affairs Suren Grigoryan informed that the draft law was debated in the Committee and was endorsed. He called on his colleagues to vote for it.
The RA NA deputy Sofia Hovsepyan presented to debate before parliament the draft law on Making Addendum to the RA Law on Military Service and the Serviceman’s Status.
The co-speaker, the member of the RA NA Standing Committee on Defense and Security Armen Khachatryan highlighted the adoption of the draft law and called on his colleagues to vote for it.
The package of the bills on Making Addendum to the Law on Licensing and on Making Addenda to the RA Code on Administrative Offences authored by the deputies of the RA NA My Step Faction Mkhitar Hayrapetyan, Nikolay Baghdasaryan, Narek Zeynalyan was debated in the first reading.
The member of the RA NA Standing Committee on Economic Affairs Artashes Petrosyan presented the endorsement of the Head Committee and called on his colleagues to vote for the initiative.
The RA First Deputy Minister of Health Anahit Avanesyan noted that the authors accepted the recommendations presented by the Government.
The parliament debated in the first reading the package of bills on Making Addendum to the Law on Local Self-Government and on Making Addendum to the Code on Administrative Offences authored by the RA NA deputies Mkhitar Hayrapetyan, Nikolay Baghdasaryan, Narek Zeynalyan and Koryun Mkrtchyan.
The member of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Vahe Ghalumyan presented the endorsement of the Committee. According to him, the initiative will be revised during the period from the first to the second reading.
The RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan presented the position of the Government. He voiced the observations of the executive body on the initiative, which would be taken into consideration during the period from the first to the second reading.
The bill on Making Amendment and Addenda to the Law on Currency Regulation and Currency Control authored by the deputies of the RA NA My Step Faction Artak Manukyan and Varazdat Karapetyan was debated in the second reading.
Afterwards the MPs passed by voting the debated legislative initiatives.
The NA Speaker Ararat Mirzoyan informed that by the proposal of the initiator’s representative the debate of a number of draft laws had been removed from the agenda of the extraordinary session.
The parliament will continue the work of the extraordinary session on July 9, at 11:00.
